The St. Croix River Education District (SCRED) is proud to serve six school districts in east-central Minnesota: Chisago Lakes, East Central, Hinckley-Finlayson, North Branch, Pine City, and Rush City. The SCRED office and our member districts are located in and around the small community of Rush City, MN, which is northeast of Minneapolis/St.Paul. The Executive Director oversees the administration of the education district under the direction of the Superintendents’ Operating Committee and Governing Board. This position manages and supervises the implementation of all educational programs, support services, and business and compliance functions for the education district on behalf of its member districts. Furthermore, the Executive Director defines and champions change initiatives, organizational strategies, and effective practices aligned with the mission of SCRED.
- Educational Programs
- Administer all educational programs to conform to board-approved policies and procedures
- Assure education district-wide compliance with statutes and regulations regarding special education and other state and/or federally funded programming (e.g., Adult Basic Education, Adults with Disabilities, English Language Learners, Alternative Delivery of Specialized Instructional Services, Carl Perkins)
- Provide leadership and support to the education district’s educational programs
- Support Services
- Collaborate with key stakeholder groups to ensure service needs are met in member districts
- Provide strategic oversight and direction for all service areas including long-range planning, collaboration across disciplines, and troubleshooting of implementation barriers
- Demonstrate knowledge of effective professional learning strategies and methods for adult learners and assists in the development of professional learning plans aligned to member district needs
- Assist districts in the implementation of programming for all students using a Multi-Tiered System of Supports (MTSS)
- Provide recommendations to member districts based on relevant Federal and State statutes, guidelines, and regulations
- Provide leadership to the state-approved Chisago and Pine County Interagency Collaboratives
- Represent and collaborate with state and outside agencies on behalf of member district needs
- Business and Compliance Functions
- Recruit, select, supervise, and evaluate the performance of the administrative leadership team, as well as other designated education district positions
- Develop and facilitate the implementation of the education district’s strategic action plan
- Anticipate member district needs and creates ongoing feedback mechanisms; identify and champion opportunities for the development and implementation of new services
- Communicate effectively with a variety of stakeholders including board members, administrators, teachers, paraprofessionals, students, parents, community members, and other educational partners
- Develop and revise administrative procedures, as well as policies to bring forth to the Superintendents’ Operating Committee and Governing Board
- Manage news releases and/or other items of public interest that pertain to educational matters, policies, procedures, school-related incidents or events
- Maintain accurate records for the schools, including a system of financial accounts, business and property records, and personnel records
- Prepare, administer, and monitor the SCRED budget in collaboration with the Business Manager
- Oversee the State’s fiscal monitoring processes for the education district and its member districts
- Other Duties as Assigned
Education & Training:
- Minimum: Master’s Degree in Special Education or Related Field; Completion of Educational Administrative Licensure Program
- Preferred: Education Specialist or Doctorate in Special Education or Related Field
- Preferred: Three or more years working in administration within an education consortium or at the central office level, including experience in special education
- Minimum: Director of Special Education
- Preferred: Superintendent

Supervision: Reports to the Superintendents’ Operating Committee
- Travel within and occasionally outside of the SCRED member districts
- Frequent computer use including long periods without movement
- Occasional prolonged standing due to facilitation of professional learning
