Position: Director of Teaching and Learning

Location: Districtwide

Hours per day/FTE:  1.0 FTE, 12 months; salary as per Director Terms

Reports to: Superintendent of Schools

Salary: $170,380.00 for the 26/27 SY and an excellent comprehensive benefit package

 

Job Description:

The Director of Teaching and Learning provides executive leadership and strategic vision for the district’s educational program and technological infrastructure. In alignment with our district vision, “Excellence for Every Student Every Day,” this role is responsible for the systemic development, implementation, and evaluation of evidence-based instructional practices across all sites. The Director ensures that curriculum resources, technological systems, and instructional methods are aligned with state standards and district-wide achievement goals to prepare all Forest Lake Area students for future success. As a member of the Superintendent’s cabinet, the Director oversees the district’s academic health through rigorous assessment, professional development, and the supervision of key instructional leadership staff.

Executive Responsibilities
I. Strategic Leadership & Policy
District Policy & Strategy: Assist the Superintendent in reviewing and recommending revisions to school district policies and attend all Board meetings to report on academic progress and equity initiatives.
Compliance & Reporting: Coordinate the collection of data and filing of official administrative reports for the Minnesota Department of Education (MDE) and other federal agencies.
Career Pathways: Support and lead the continued development of our elementary and secondary school programs, including career pathways, to ensure college and career readiness for all students.
Federal Programs: Direct the administration and compliance of all Federal Title programs.
II. Curriculum & Instructional Oversight
Literacy & Numeracy Excellence: Lead strategic initiatives to ensure continued growth in reading, writing, and numeracy districtwide, utilizing data-driven interventions and evidence-based instructional alignment.
Instructional Best Practices: Lead the development and districtwide implementation of identified instructional best practices to ensure high-quality learning across every classroom.
Curriculum Review Cycle: Provide executive leadership for the planning, organizing, and implementation of the comprehensive district curriculum review cycle.
Instructional Innovation: Evaluate new developments in instruction and technology integration to keep the district’s programs modern and effective.
21st Century Pedagogy: Evaluate new developments in instruction, focusing on Project-Based Learning (PBL), STEM, interdisciplinary frameworks, and real-world applications.
Resource Approval: Finalize and approve the selection of instructional materials and textbooks, including the negotiation of purchasing agreements, resulting from the review process.
Instructional Programming: Cooperatively administer instructional programs across all buildings by partnering with principals and faculty.
III. Information Systems & Technology Oversight
Department Leadership: Lead the District Technology Department, including the management of networking, software systems, and desktop/hardware support.
Digital Integration: Direct the effective use of technology by both staff and students to enhance learning outcomes and operational efficiency.
Assessment Systems: Oversee the administration of the district-wide assessment program and the high-level reporting of testing data.
Program Evaluation: Develop and initiate rigorous evaluation procedures for all educational and technological programs to ensure continuous improvement.
IV. Professional Learning & Personnel
Teacher Evaluation & Development: Administer the planning of the district teacher evaluation system and oversee the induction program for new educators.
Continuing Education: Establish and supervise professional development opportunities, including credit-bearing sessions for lane change purposes.
Supervision: Directly supervise and evaluate the Teaching and Learning Coordinator(s), Instructional Coaches, Q Comp Coordinator, Peer Coaches, and Family Support Advocate.
V. Equity & Special Populations
Equitable Services: Supervise district-wide efforts to ensure curriculum and instructional practices provide equitable access and outcomes for all students.
Specialized Programs: Supervise the administration of the English Learner (EL) program, Gifted/Talented services, and early entrance testing programs

Requirements

Qualifications/Licensure
Licensure: Valid Minnesota Administrative Licensure as a Superintendent or K-12 Principal required.
Experience: Ten or more years of experience in education, including experience in a significant administrative or district-level leadership role.
Education: Master's or Doctorate degree in Educational Leadership, Curriculum and Instruction, or related field preferred.
Skills: Proven ability to lead large-scale change management and strategic planning.
Deep understanding of 21st-century skills and technology-driven pedagogy.
Exceptional communication skills for presenting to the School Board and community stakeholders.
Strong expertise in E-12 program alignment and professional development.
