TOSA – Secondary MTSS Specialist

Reports to the Director of Teaching and Learning

Hastings Public Schools ISD 200 is searching for a Secondary MTSS Specialist. This leadership position will lead, implement and support our multi-tiered systems of support in both our middle school and high school. We are seeking an educator who has either prior experience leading MTSS, experience on an MTSS leadership team, or other relevant experience. Experience with Catalyst preferred. Administrative licensure is preferred. The purpose of this position is to utilize best practices research and high-yield strategies within evidence-based programming to build the infrastructure and capacity to implement an academic, behavioral, social and emotional MTSS framework. This position will collaborate with administration, student services, staff and support professionals to:

Provide assistance and direct support to schools
Conduct asset mapping and recommend plan for MTSS infrastructure
Utilize existing school and district resources to enhance comprehensive services and supports
Identify professional development and training opportunities
Develop data systems and collection
Implement culturally responsive supports and strategies
Use a data-driven process to identify evidence-based programming needs
Recognize needs related to trauma-informed care and mental health literacy
Implement school and district MTSS protocols, tiered supports, and services

JOB QUALIFICATIONS
Bachelor’s degree in educational field.
Licensed by the State of Minnesota to teach at the assigned grade level and academic area.
Relevant experience to position.
K-12 Administrative licensure (preferred).
Ability to determine, prioritize, schedule, and complete complex job assignments and projects without supervision and within the time allocated.
Ability to operate independently and effectively while following established procedures and protocols.
Ability to anticipate and/or recognize problems and/or complications and to determine and implement practical corrective solutions to problems and issues.
Ability to work with racially, culturally and economically diverse populations of students and families.
Ability to demonstrate critical thinking skills when completing unique or complex job assignments.
Ability to determine what is confidential and proprietary information and how to use that information in a proper manner.
Ability to communicate positively about the school district at all times.

PROFESSIONAL RESPONSIBILITIES
Establishing and maintaining effective and professional relationships with students, peers, and parents.
Evaluate the fidelity of implemented interventions and use progress-monitoring data to recommend adjustments.
Lead the facilitation of regular, data-driven multi-disciplinary team meetings (e.g., intervention review teams) at both the middle and high school levels.
Coach and mentor classroom teachers on Tier 1 differentiated instruction strategies and Tier 2/3 progress monitoring tools.
Demonstrating effective written and oral communication with parents/guardians that displays cultural sensitivity.
Displaying positive leadership and making substantial contributions at both the building and district level on projects, initiatives, and curriculum improvement.
Seeking out professional development opportunities and applying knowledge of current research and theory to instructional programs.
Collaborating with others to improve professional practice and student achievement.
Caring for assigned district resources, equipment, and materials and reporting concerns regarding facility and equipment to designated supervisors.
Being knowledgeable of and adhering to all procedures and practices prescribed in the Teacher, Student, and/or Parent Handbooks.
Understanding and practicing School Board policies and adhering to federal and state laws that apply to his/her job assignment.
Performing all other duties and responsibilities as assigned by the building principal or district administrator.
Any other qualifications the Board of Education may deem necessary and desirable for the specific assignment.
Proven success working collaboratively with other employees, supervisors, parents, and students.
Relevant experience working with students related to developmental level.
Exemplary written, oral and interpersonal communication skills.
Other duties as assigned.
Compensation / Benefits:

Salary Range per the 2025-2027 Teacher Master Agreement $51,970-$93,753
