JOB GOAL:
The Assistant Director of Finance provides for the coordination and monitoring of the district budget, payroll, accounts payable, software implementations, insurances, requests for proposals and duplicating center; provides leadership in the District Financial Services Office for the proper accounting of expenditures and revenues and assists in the preparation of various financial reports for departments, administrators, and the school board.
ESSENTIAL FUNCTIONS:
Financial Management & Budgeting
- Lead the annual budgeting process, organize budget forms, and guide departments. Serve as a liaison, providing budget instruction, resolving issues, and ensuring compliance.
- Manage long-range and short-range budget revenue, expenditure and cash-flow projections, ensuring sound fiscal management of district resources.
- Accurately manage and update the school district’s budget development software.
- Provide the school board with a monthly budget update of finances for the school district.
- Prepare and certify the annual tax levy, distributing information to required entities.
- Provide required financial information for the school district Annual Meeting.
- Maintain the district debt schedule, payments, and records.
Financial Reporting & Compliance
- Accurately prepare state and federal reports related to the financial operation of the district (WISEdata, WiSFiP, WISEgrants, etc.) to meet established timelines.
- Prepare, assist, and oversee year-end closing entries and working papers for the annual audit. Coordinate the audit and serve as the liaison between independent auditors and the district.
- Responsible for the annual coordination of inventory of fixed assets and other items.
- Reconcile investment accounts.
Supervision & Operations
- Manage day-to-day financial operations, including financial services office staff, by answering technical questions, problem-solving, and assisting with complex financial matters.
- Supervise the administration of the district’s retirement system.
- Oversee the self-funded health and dental claims processing.
- Supervise the duplicating center, review and recommend changes to the district-wide lease program.
- Oversee and utilize district cash receipt applications and make recommendations for improvements when necessary.
- Work collaboratively with the Chief Financial and Operations Officer to obtain and evaluate insurance quotes annually (property, health, dental, auto, worker’s comp) and prepare comparatives for School Board evaluation.
- Maintain relationships with insurance agents throughout the year and actively manage claims processes as needed.
- Monitor family/student fee balances and collections.
Collaboration & Personnel Support
- Work with the Human Resource Department to maintain accurate personnel and retiree information for budgetary purposes.
- Assist in the coordination of Financial and Human Resources data processing and administrative technology.
- Keep administration informed of new financial/HR hardware and software, recommending changes to improve efficiency and cost-effectiveness.
Professional Development & Stakeholder Engagement
- Develop and maintain professional relationships with staff, students, administrators, school board members, and the public to support the district’s academic programs.
- Attend meetings, conferences, and other activities to promote professional growth.
- Use and be proficient in various software applications, such as spreadsheets, databases, and statistical packages, to assemble, manipulate, and format data and reports.
REPORTS TO: Chief Financial and Operations Officer.
Requirements
QUALIFICATIONS:
EDUCATION and/or EXPERIENCE:
- Degree in Business, Accounting, Public Administration, or related field experience is required.
- Degree in School Business Management is preferred.
COMMUNICATION AND LANGUAGE SKILLS:
- Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to inquiries from staff and community.
MATHEMATICAL SKILLS:
- Ability to work with mathematical concepts such as probability and statistical inference.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.
- Ability to create and work with advanced spreadsheets.
ANALYTICAL AND REASONING ABILITY:
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
PHYSICAL REQUIREMENTS:
This work regularly requires sitting, standing, walking, speaking, hearing and occasionally requires pushing, pulling, lifting, and operating machines; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. school offices/classrooms/passageways). Shall complete a physical examination as required by Wisconsin Statute 118.25.
