SPPS is hiring a Health & Wellness School Nurse Supervisor. This is a 12-month position with an anticipated start date of July 1st, 2024 or when hire is made.
Minimum Qualifications:
· Must have a valid public school nurse license issued by the Minnesota Professional Educator Licensing and Standards Board (PELSB).
· Master’s degree in health care, nursing, education, or a related field.
· Five years of experience in school nursing and 8 years of experience in nursing.
· Experience in leadership and/or program/project management.
· Experience in designing and facilitating professional development for adult learners.
Preferred Qualifications:
· Master degree in healthcare or related field.
· Leadership experience working in school settings.
· Nationally Certified School Nurse (NCSN) by the National Board for Certification of School Nurses.
Responsibilities:
The essential functions include, but are not limited to, the following fundamental duties:
· Supervise nursing personnel, program managers, and other health and wellness staff, including interviewing, selecting, coaching, and evaluating performance.
· Develop standards of school nursing practice.
· Supervise and complete performance evaluation of Licensed School Nurses (LSN) using the Teacher Development and Evaluation (TD&E) guidelines. Supervise and complete performance evaluation of Student Health and Wellness Clerk, and other professionals and paraprofessionals assigned to Student Health and Wellness, following district guidelines.
· Implement state and federal mandates in the District relative to student health and wellness related services.
· Advise administration on appropriate health and wellness programs for adoption in the District.
· Recommend to administration and the Saint Paul Board of Education (BOE) policies, based on standards of nursing practice, that impact the health of students; develop and update administrative procedures to support these policies
· Develop and manage the health and wellness budgets including Non-Public Pupil Health Services, Early Childhood Screening (ECS), and Adolescent Parent Child Care; supervise the administration of grants.
· Collaborate with Saint Paul Public Schools (SPPS) programs including the Office of Specialized Services (OSS), the Office of Early Learning (OEL), Student Placement Center (SPC), and other departments necessary to determine enrollment trends and health needs in schools.
· Create, implement, maintain, and facilitate procedures and policies, making changes as needed, in order to assist in program improvement and to comply with state mandates and health standards, i.e. Review medication incident reports and make needed changes in medication storage, staff training, incident reporting.
· Develop, implement, and provide professional development and skills validation of assigned staff, in accordance with program goals and in support of implementation of state standards and requirements.
· Represent student health needs at various district-wide meetings, including occasional nights and weekends.
· Contribute to the strategic plan efforts, SPPS Achieves, by coordinating with and in partnership with other staff to contribute to student achievement and the alignment and sustainability of resources.
· Attend professional development.
· Perform other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge and understanding of federal and state laws that govern health services in schools, including but not limited to:
· Americans with Disabilities Act as amended (ADA) (42 U.S.C. § 12101 et seq.) and regulations promulgated by the Department of Justice,
· Family Educational Right to Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 C.F.R. Part 99),
· Health Insurance Portability and Accountability Act (HIPAA), and regulations adopted under it (45 C.F.R. chapters 160 and 164),
· IDEA is the Individuals with Disabilities Education Improvement Act (IDEIA), (Public Law 108-446) previously IDEA ¿ Individuals with Disabilities Education Act (IDEA) (20 U.S.C. § 1400 et seq.),
· Minnesota Nurse Practice Act (Minnesota Statutes §§ Chapters148.171 to 148.285) and Minnesota Administrative Rules, Chapters 6301 through 6321,
· Minnesota Government Data Practices Act (Minnesota Statutes § Chapter 13; § 13.32, Subd. 2, 3),
· Administration of Drugs and Medicine (Minnesota Statutes §§ Chapters 121A.22, 121A.221, 121A.2205, 121A.2207, and 121A.222),
· Emergency Treatment of Minors Act (Minnesota Statutes § Chapter144.344), and
· Knowledge of effective program design and implementation that addresses health disparities.
· Ability to interact effectively with a wide variety of persons from diverse cultural, ethnic, racial, and socio-economic backgrounds.
· Knowledge of the procedures for evaluating programs for effectiveness and making recommendations for improvements drawing upon research and evidence-based health care practices.
· Effective leadership skills in a variety of settings.
· Considerable knowledge of the needs of children with special health care needs, including medically fragile children and children with chronic health conditions.
· Considerable knowledge of the principal of disease prevention and surveillance of diseases.
· Ability to supervise staff and monitor budget(s).
· Ability to provide positive feedback and receive feedback from others.
· Ability to conduct training sessions to a variety of audiences and to communicate effectively both orally and in writing.

Reporting Relationship
Report to Assistant Superintendent of the Office of Specialized Services and Student Health and Wellness Director.

Pay,Benefits, & Work Schedule
This is a 12 month position working 40 hours per week.
Salary and benefits are in accordance with the ASAP negotiated labor agreement. The labor agreement and salary schedule can be found at https://www.spps.org/Page/33566. The minimum rate of pay for this position is $84,602 annually.
