Position Description:
The SLP will be a critical team member of the St. Croix River Education District’s growing birth to three early childhood special education (ECSE) team, serving districts across the St. Croix River Education District, including Chisago Lakes, Rush City, Hinckley-Finlayson, and East Central.
Position Purpose:
The Speech/Language Pathologist (SLP) provides early intervention services to children ages birth through age 2 years 11 months with developmental delays and/or disabilities and their families. In collaboration with a multidisciplinary team, this SLP will partner with and be a resource to families to help produce the best possible developmental outcomes for their infants and toddlers in the most natural learning environment.
Essential Duties:
- Identification, Screening and Evaluation
- Assist in the completion of early childhood developmental screenings
- Complete multi-disciplinary team evaluations and assessments of infants and toddlers (as deemed appropriate by screening results, medical records, or evaluation team decision) to determine developmental strengths and needs for each child and priorities of the family
- Synthesize assessment data and evaluation results to make eligibility determinations set forth by the state of Minnesota
- Serve as a member of the Interagency Help Me Grow committee, as appropriate
- Service Delivery
- Provide direct and indirect speech/language services to infants and toddlers, ages birth through 2 years 11 months, and their families as specified within each learner’s Individual Family Service Plan (IFSP) throughout the calendar year.
- Prepare and maintain an efficient schedule for delivery of all early intervention responsibilities
- Assure compliance with special education procedural requirements and due process timelines
- Prepare individual program plans, periodic reviews and progress reports according to due process guidelines
- Prepare activities/plans to use for coaching the caregivers which are consistent with the family’s priorities, individual program plan, and routines within the home setting
- Coach and model to parents or caregivers the appropriate skills/activities to use in working with their child
- Determine developmentally appropriate materials, assessment tools, and/or adapted equipment for use with infants and toddlers, and their families
- Assist in ordering materials and diagnostic tools
- Facilitate accommodations and modifications to materials, assistive technology, and the home environment
- Curriculum and Instruction
- Provide input on curriculum and instruction development, selection, and implementation as requested
- Assist in the development and procurement of accessible materials, as needed
- Consultation and Collaboration
- Act as IFSP service coordinator and work cooperatively with special education personnel, families and other service providers
- Work collaboratively with member districts to ensure smooth transitions into district programming
- Identify community resources and assist families to access these resources
- Professional Learning
- Actively participate in local early childhood committees, as well as other regional or state professional learning opportunities
- Provide training and consultation regarding augmentative/alternative communication, articulation, language, voice, and fluency, as needed.

The Special Education Teacher is responsible for assisting in assessing and identifying students with special needs according to Minnesota eligibility criteria. The Special Education Teacher plans for providing input, development and implementation of individualized education programs and instruction in academic and behavioral areas in collaboration with other educational professionals, parents and administrators. Depending upon assignment and license, Special Education Teachers provide specialized instruction in addressing student needs and learning.

ABOUT CORNERSTONES:
Cornerstones is a therapeutic setting IV, multi-school district program located at the Wright Technical Center in Buffalo, MN and managed by MAWSECO. This program serves adolescents, grades 7-12 with emotional and behavioral needs that cannot be met within their home school district. The primary goal of the program is to provide educational support along with social skills training to acquire skills necessary to become independent learners in order to return to their home district as soon as possible.

Position Purpose:
The Director of Special Education provides ongoing leadership, coordination, and oversight of the provision of special education services in compliance with state and federal special education laws. The Director of Special Education is responsible for ensuring that students with disabilities have access to free and appropriate education programs in the least restrictive environment. Furthermore, the Director of Special Education defines and champions change initiatives, organizational strategies, and effective practices aligned with the mission of SCRED.
Essential Duties:
- Professional Learning
- Develop the vision for the professional learning program in collaboration with the SCRED Services Coordination Team to ensure alignment with SCRED goals and messaging across service areas
- Facilitate professional learning in alignment with SCRED’s vision, using effective adult learning strategies on a variety of topics, including due process, special education programming, section 504, and MTSS implementation
- Convey consistent messaging across SCRED and its member districts to provide clear guidance and critical updates and promote ongoing professional learning
- Direct the creation of resources and guidance to enhance professional learning and/or provide guidance to member district staff
- Facilitate and/or participate in various stakeholder meetings, work groups, and networking opportunities
- Consultation & Collaboration
- Provide comprehensive and consistent technical assistance on legal and regulatory compliance in the areas of special education, Section 504, and MTSS
- Consult with Special Services Supervisors and/or school teams regarding challenging student cases and parental disagreements
- Serve as the lead liaison between SCRED, its member districts, and the Minnesota Department of Education (MDE)
- Lead teams through, and participate in, alternative dispute resolution activities with the MDE, as appropriate
- Administrative Processes
- Administer the Total Special Education System (TSES) for SCRED and each of its member districts
- Develop and maintain special education guidelines related to various special education processes
- Implement the Continuous Improvement Monitoring Process (CIMP) cycle
- Oversee the implementation of procedures related to child find and child count
- Ensure proper data collection for the Special Education Data Reporting Application (SEDRA) for SCRED and its member districts
- Lead SCRED and its member districts through the State’s special education compliance monitoring processes
- Respond to complaints and due process hearing requests filed with the MDE
- Ensure the implementation of Extended School Year programs in collaboration with Special Services Supervisors and district administrators
- System-Level Coordination
- Facilitate SCRED’s Special Education Advisory Council (SEAC), on behalf of all member districts
- Develop, direct, and provide ongoing leadership, coordination, and oversight of special services programming across SCRED and its member districts
- Oversee SCRED student programs
- Support the implementation of MTSS within district(s) of assignment to meet the needs of all students
- Ensure the implementation of Extended School Year (ESY) programs in collaboration with Special Services Supervisors and district administrators
- Direct the evaluation of special services programming and student outcomes as part of a continuous improvement process
- Business Functions
- Recruit, select, supervise, and evaluate the performance of designated education district positions
- Anticipate member district needs and creates ongoing feedback mechanisms; identify and champion opportunities for the development and implementation of new services
- Communicate effectively with a variety of stakeholders including board members, administrators, teachers, paraprofessionals, students, parents, community members, and other educational partners
- Assist the Executive Director and Business Manager in the preparation and monitoring of the SCRED budget, including making recommendations for staffing and services based on stakeholder needs
- Maintain accurate records for the schools, including state reports, student records, and personnel records
