POSITION SUMMARY:
Under the direction of the Executive Director of Operations, the Supervisor of Transportation supervises staff in support of the academic needs of our students; interprets,
enforces and assures compliance with Federal, state, and local laws, and local and state regulations and policies.
ESSENTIAL DUTIES:
· Supervises bus drivers, mechanics, bus para-educators, adult crossing guards, transportation BCSS, transportation dean, clerical staff and private contractors.
· Administers interviewing, selection, work duties, training, evaluation and discipline.
· Develops and coordinates routing plans to maximize student safety and department efficiency.
· Directs the schedule and routing functions, with bus drivers, mechanics, support staff, private carriers and administrators.
· Through building administrators resolves transportation complaints and issues received by the public.
· Chairs the Transportation Advisory Committee and Incident Review Board, makes recommendations on plan of action based on topic/conclusion. Communicate details of new plans/goals to Executive Director of Operations, private carriers, and transportation personnel.
· Implements and maintains the school district transportation safety policy and school bus driver drug and alcohol testing policy in accordance with all Federal Highway Administration and Department of Transportation rules and regulations.
· Develops and implements driver training and re-training programs including the development and maintenance of the driver handbook. Conducts or coordinates annual in-service training for bus drivers, bus assistants and crossing guards.
· Makes recommendations to district administrators and teachers regarding school bus safety training curriculum. Verify all training is completed annually and certify training is complete to the Department of Education.
· Attends meetings and participates on committees with District administrators, parents, school board, public and city officials.
· Prepares annual operation and capital outlay budget.
· Maintains records including: student map locations used for routing purposes, driver records (criminal background history, first aid requirements and drug and alcohol testing documentation) and statistics that is submitted for state incident reports to the Department of public Safety.
· Analyze, research and recommends the purchase of capital equipment, new vehicles, trades and sales of existing vehicles and supplies to the Executive Director of Business Services and Finance.
· Works with Supervisor of Purchasing with specifications to private carriers.
· Verifies and approves department expenditures and time sheets for personnel, hours worked, rate of pay, vacation and leave information.
· Checks weather and road conditions that may affect school operations and makes recommendations to the Superintendent concerning school closing.
· Maintains and implements the adult crossing guard system.
· Develops and maintains a preventative maintenance program for all transportation department vehicles.
· Collects data and prepares annual transportation finance report for Department of Education.
· Recommends discipline for private carrier drivers in accordance with District policy, state and federal laws and contractual issues
· Other duties as assigned
