Background Information: The Cornerstones Program is a well-respected therapeutic setting for EBD program located in Buffalo, MN. The program enrolls students from several districts and is multi-agency in nature. The Cornerstones Program is part of the Meeker & Wright Special Education Cooperative (MAWSECO) #938. The MAWSECO central office is located in Howard Lake, MN which is west of the metro and south of St.Cloud.

Position Summary: Oversee and manage fiscal reporting, budget development and financial planning, establishment of accounting procedures and controls, and the coordination of workflow and operations including payroll within the Business Office.
Essential Functions of the position include the following: Manage and organize the budget design process. Estimate revenues for all district funds and establish expenditure budget guidelines. Present preliminary and final revenue/expenditure budget documents for Board approval.
Monitor the budget on an ongoing basis, report variances to administrators and ensure budget guidelines are followed. Coordinate annual fiscal audit and pre-audit procedures.
Prepare specifications and direct bidding processes. Monitor contracts to ensure established terms have been met and services provided.
Oversee and participate in the preparation of a variety of financial reports to various local, county, state or federal agencies. Oversee MARSS process for accuracy. Coordinate levy process with Sherburne County.
Provide financial analysis to assist in policy and decision-making and information regarding the implications of proposals before the Board. Review and recommend revisions to district policies to meet legislative requirements as needed.
Assist with long-range financial planning; and invest funds of the district in consultation with financial advisor.
Supervise Buildings & Grounds, Food Service and Transportation Departments.
Ensure that the District’s reporting system is in compliance with State of Minnesota UFARS requirements, as well as GASB and other guidelines. Review Nonpublic/Home School State Aid reports to the Minnesota Department of Education.
Assist and provide support in employee contract negotiations, as requested, such as budget projections, financial impact of salary or benefit proposals, etc.
Direct the purchasing and supply management for the District.
Supervise finance and payroll department staff.

Education Training and Experience Requirements:
Bachelor’s degree in finance or accounting. 3-5 years of prior related work experience preferably in a public/school setting; or equivalent education plus experience.
Knowledge, Skills and Abilities Required:
Technical: Knowledge of UFARS, school finance, GASB, and MARSS reporting.
Language:
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of trustees.
Mathematics:
Ability to understand, interpret, apply and use mathematics and statistical methods and procedures typically gained through professional and post secondary educational training.
Human Relations:
Requires a high degree of skill in developing, motivating, fostering collaborative relationships both inside and outside of the organization. Interactions may be with representatives, elected officials, or managers of other agency’s or organizations.
Information Technology:
Demonstrates and models personal productivity skills such as: electronic communication; online searches of electronic databases; and effective use of presentation, budget, word processing, spreadsheet, and database software. Understands use of technology in the operations of a finance department.
