POSITION SUMMARY: This position coordinates and communicates employee benefits for all eligible employees & retirees of district 833. PRIMARY JOB FUNCTIONS: 1.Coordinate flex spending program, VEBA benefits, HCSP program, FMLA benefits, COBRA continuation coverage and process monthly insurance bills. 2.Maintain and ensure compliance of 403b and 457 plan records. Assist employee requests for hardships, loans, transfers, and salary reduction agreements. 3.Process workers’ compensation claims and maintain OSHA recordkeeping. 4.Make necessary changes to spreadsheets, bills and insurance records. Process adjustments & refunds on premiums when necessary. 5.Communicate with others in person, via e-mail and over the phone as needed. Includes proactive contact with customers to inform them of pertinent information relative to their benefits. 6.Write letters and e-mails to employees, previous employees or outside customers providing information, data, claim status, or coverage confirmations. Distribute federally mandated communications under COBRA, HIPAA Privacy and Section 125. 7.Communicate open enrollment options to employees and retirees. Process open enrollment elections. 8.Process changes to benefits coverage and eligibility as a result of changes to employee contracts. 9.Respond to both routine & non-routine customer questions, problems and needs. Provide employees with requested information, refunds, and assistance with complex and often very sensitive coverage problems. Act as a liason between employee and insurer on issues as needed. 10.Provide group presentations on benefit information. Present insurance and other benefit information in new employee orientations. 11.Design & provide reports or summaries of information to customers as needed. Create negotiation and costing models, budgeting data, census reports and retirement reporting as requested. 12.Perform all duties & tasks in compliance with legal & regulatory requirements. Update/maintain benefit communications & processes as federal and state regulations change. Includes OSHA, workers compensation, employment or personnel law, FMLA, ADA, HIPAA Privacy, Section 125, and COBRA regulations. 13.Act as HIPAA privacy officer; serve a primary contact for employees on HIPAA privacy. Maintain sensitive records to protect information from unauthorized access. 14.Reconcile benefit amounts (i.e. insurance, retirement & TSA deductions, etc.) each payday. Monitor benefits using spreadsheets & reports. Perform regular audits of employee benefit data to ensure members have proper coverage and remain eligible for benefits. 15.Other duties as assigned.

POSITION SUMMARY: The Director of Human Resources is accountable for providing leadership and management for all district Human Resource functions to ensure all actions play a strategic role in accomplishing the district mission and strategic plan. The Director is responsible for essential department functions including recruitment and selection, contract negotiation, interpretation and management of employment contracts, performance management and improvement, employee relations, leadership of the Human Resources team, compensation, organizational planning, staffing, professional development, appraisal, corrective action, policy development, budget development, and compliance with all applicable city, state, and federal laws. PRIMARY JOB FUNCTIONS: 1.Design and implement strategies and procedures for recruitment, selection, and orientation that are customer driven, cost effective, legally defensible, multi-culturally inclusive with a focus on increasing the employment of persons from diverse backgrounds, and provide the staff necessary to fulfill the mission of the school district. 2.Provide Human Resources strategic direction based on the District’s strategic plan and external trends and demographics. Partner with all employees and union leadership to enhance morale and productivity, limit job turnover, and help the District use and enhance employee skills. 3.Review and revise School Board Policies as needed. 4.Lead a team of Human Resources employees matching competencies and job functions to ensure high morale and high productivity in meeting District short-term and long-term strategic goals. 5.Formulate, recommend, and implement Human Resources Policies and Procedures. Ensure necessary education and training to administration and all employees in the implementation of those programs. 8.Manage the Human Resources budget ensuring compliance and correlation between District goals and use of funds. Monitor for effectiveness and cost containment. 9.Lead a culture of customer service and continuous improvement that sets the tone for the District and the department. Consistently evaluate products and services for focus on the customer, efficiency, effectiveness, and alignment with District goals. 10.Ensure Human Resources Information System responsiveness relative to report and data generation in response to state and federal governmental requirements, negotiations requirements, and other needs. 11.Counsel administrators in organizational planning, discipline management, contract interpretation, conflict resolution, career management, and overall management and leadership issues. Coach managers through employee issues in alignment with legal requirements and strategic goals, workplace investigations and potential employee discipline. 12.Negotiate employee disputes and complaints to resolve conflict and facilitate increased morale and productivity. 13.Assist the Superintendent in facilitating change. Create learning opportunities around change and strategic initiatives. Assist leaders and employees in interpreting change and moving toward that change. 14.Draft and review all contracts, labor and other, to be presented to the School Board for approval. 15.Negotiate labor contracts on behalf of the School Board for assigned bargaining groups. 16.Recommend, in coordination with the Superintendent and Director of Finance, applicable economic parameters for negotiations, and recommend proposed modifications to existing labor agreements. 17.Prepare costing models for labor contract negotiations to assure accurate and complete costing of negotiated agreements. 18.Administer labor contracts so as to maintain fair and equitable treatment of employees and to assure compliance with negotiated agreements. 19.Provide contract interpretations to supervisors and employees 20.Develop and present training materials to supervisors on new contracts. 21.When necessary, implement lay off, discipline and termination of employees within applicable legal and contractual parameters 22.Serve as district’s Human Rights Officer 23.Maintain pre-employment, employment, and post-employment personnel records and information including licensure status, renewal credits, and official personnel files according to applicable data retention laws and policies. 24.Coordinate Equal Employment Opportunities training. 25.
