Executive Director of Business Services

PRIMARY FUNCTION

This is an executive cabinet-level position that oversees all financial activities including budgeting, reporting the revenue, and dispersing funds . This role is also charged with managing risks and improving financial processes.The position must ensure that all finances are expended as directed by the District’s mission statement and within the School Board’s adopted budget. The Executive Director of Business Services reports to the Superintendent and directly oversees the following programs — payroll, purchasing, financial service, and transportation along with additional duties based on experiences.

RESPONSIBILITIES

  • Oversees and manages the functions of financial planning for the district, including the preparation of the annual budget for presentation to the superintendent and school board.
  • Oversees the financial status of the school system and use of its resources through sound business and management practices.
  • Oversight of the Long Term Facilities Maintenance funds and ten year district plan
  • Oversees the transportation department with support from the director of transportation
  • Keeps abreast of legal requirements and proposes changes if necessary.
  • Oversees the functions of purchasing for educationally and financially sound budget controls.
  • Coordinates and manages the accounting and financial systems including operating, debt service, capital improvement, special revenue and other expenditures.
  • Coordinates and manages the preparation of financial reports for internal management use and for state and federal requirements.
  • Provides cost analysis for all collective bargaining negotiations.
  • Coordinates the auditing of all district financial accounts, oversees the preparation of district financial reports and maintenance of records.
  • Oversees the board’s investments.
  • Serves as a member of the Superintendent’s Executive Cabinet and Financial Advisory Council (FAC)
    Collaborates with the Executive Cabinet members as it relates to financial planning for the District.
  • Additional duties as assigned by the superintendent

RELATIONSHIPS

  • Reports to the Superintendent of Schools.
  • Works with school board members, district staff, community, students, parents and state and local education agencies.

Director of Community Education

POSITION SUMMARY:

Provide leadership and direction for all Community Education services for South Washington County School District. Responsible for providing quality academic, arts, athletic, recreational and enrichment programs for people of all ages. Manage the scheduling and provide supervision of all school district facilities before and after the ‘regular’ school day.

PRIMARY JOB FUNCTIONS:
1. Provide lifelong learning programs and services that are fun, affordable, educational and community driven.
2. Provide direction and supervision of administrators and staff members within Community Education and the District grant writing position.
3. Facilitate the process of community involvement by establishing and meeting with a Community Education Advisory Council (CEAC) as well as several other advisory and advocate groups, including Senior Citizen Council, Community Youth Connection, ECFE Council and Lifelong Learning Foundation.
4. Establish and maintain cooperative working relationships with local civic groups, private business, non-public education institutions, youth service organizations and  governmental units at the local, county, State and federal levels as relevant.
5. Plan and implement new programs in the area of teaching and learning through needs assessments, research, and networking to meet community needs.
6. Administer the policy of community use of school district facilities and equipment including the determination of staffing needs and billing processes.
7. Administer and formulate Community Services budget for consideration and approval of CEAC, Superintendent and School Board.
8. Other duties as assigned.

Elementary Principal – Royal Oaks Elementary School

Perform instructional leadership and management of the educational program to maximize student learning under the supervision of the Assistant Superintendent.   Manage, evaluate and supervise effective and clear procedures for the operation and functioning of the school consistent with the philosophy, mission, values, goals and strategic plan of the school district.  This includes instructional programs, co-curricular activities, and student management systems to ensure a safe and orderly climate, building maintenance, program evaluation, personnel management, office operations and emergency procedures.

  • Create and maintain a school culture focused on learning and continuous improvement.
  • Establish and promote high standards and expectations for all students and staff for academic performance and personal responsibility.

  • Continually monitor student progress and outcomes.  Work with staff to improve student learning and achievement.
  • Establish and maintain effective communication and public relations with staff, students, parents and community members through all programs and activities.
  • Prepare and manage budget for the building, maintain accurate budgetary records as required by district policies and procedures.
  • Establish a high performing staff through effective hiring and evaluation systems.  Develop, coach, train, mentor and manage staff as appropriate.
  • Manage, evaluate and supervise effective and clear procedures for the operation and functioning of the school consistent with the philosophy, mission, values, goals and strategic plan of the school district including instructional programs, extracurricular activities, building maintenance, program evaluation, personnel management, office operations and emergency procedures.

  • Work with staff to identify professional needs and plan, organize, and facilitate programs that improve staff effectiveness.

  • Establish a professional rapport with students and staff. Display the highest ethical and professional behavior and standards when working with students, parents and school personnel. Serve as a role model.
