General Purpose of Job: To inspire and prepare each and every scholar with the confidence, courage, and competence to achieve their dreams, contribute to community, and engage in a lifetime of learning.

Description:  Plan, coordinate and supervise Early Childhood & Family Education, School Readiness, and  Pre-School Screening Programs; seek and administer grants and other funding sources for early childhood education; serve as central liaison to external agencies in matters of early childhood education; promote cross-program communication for district early childhood program.

Strategic Leadership:Align function with mission and core values of the organization.
Develop and communicate shared vision for areas of responsibility.
Plan and execute continuous improvement processes for area of responsibility
Fosters a shared commitment to high expectations for student achievement, high standards of teaching and learning, and a culturally competent environment where diversity is valued.
Articulates a vision and develops implementation strategies for the EC&FE program, including ECFE, Preschool/PreK, and Early Childhood Screening resulting in opportunities for all families in the district with children ages birth – kindergarten.
Fosters a shared commitment to high expectations for student achievement, high standards of teaching and learning, and a culturally competent environment where diversity is valued.
Builds a strong and positive sense of community in the program by honoring the important roles of race and culture, its traditions, artifacts, symbols, values, and norms.
Establishes and maintains partnerships that connect with related groups and organizations.
Develop and administer an ongoing community needs assessment, as required by ECFE state statutes, and use findings to inform future programming.

Instructional Leadership:Develop staff and/or individual capacity to apply technical/functional expertise for maximum impact.
Recommend for employment, and coordinate hiring for direct reports.
Provide supervision to direct reports, including formative feedback and timely performance evaluations and/or demonstrate attention to quality enhancement by improving efficiencies and effectiveness in recordkeeping, workflow and compliance.
Lead the work of others; delegate tasks and authority, appropriately and/or establish procedures to guide system and departmental work; monitor and demonstrate effective decision-making strategies in order to meet project deadlines.
Administers all hiring, training, and evaluations of staff.  Determine staffing needs and respond to staff issues.  Ensures completion of all required observations and for licensed and non-licensed staff.
Provides the structure and opportunity for the development, alignment, implementation, and evaluation of relevant and rigorous curricula tied to state early childhood indicators of progress and parent education core curriculum.
Collaborates with teachers to examine student and school data to identify populations served, measure student learning and growth, identify opportunity and achievement gaps, and develop strategic interventions that improve learning and close identified gaps.
Facilitates reflective practice, inquiry, and action research to identify and monitor the impact of interventions and determine high-yield instructional strategies that improve student learning.
Distributes leadership responsibilities, shares decision making, and supervises daily ongoing management structures and practices to enhance teaching and learning.
Leads the planning, review, and evaluation of programs.
Provides regular communication and leadership to all staff to ensure team approach to programming
Leads development and implementation of marketing and outreach efforts in order to communicate options for all district families with children ages birth-kindergarten.

Management Skills:Manage department resources effectively and efficiently.
Ensure compliance with applicable policies, rules, and regulations.
Apply effective decision-making processes to problems or situations.
Maintains a safe environment by addressing real and potential challenges to the physical and emotional safety and security of students and staff.
Supervises and assumes responsibility for site maintenance, and security of the building and its contents.
Serves as building site leader and facilitates community among building partners.
Develops and implements a budget process that manages fiscal expenditures consistent with district and school goals, policies, and available resources that is focused on results in improved student achievement.
Develops and monitors program budgets, explores alternative funding sources or partnerships.
Writes and monitors grant reports and applications. Comply with grant and state requirements for additional funding sources.
Maintains knowledge of current state and federal reporting requirements and trains staff as appropriate.
Leads development and implementation of marketing and outreach efforts in order to communicate options for all district families with children ages birth – kindergarten
Develops appropriate policies and procedures and maintains accurate program data for reports
Seeks out and develops partnerships with community organizations and city government.

Required Work Experience in Addition to Formal Education/Training:
Three years of relevant programming experience required.

Required Supervisory Experience:
Three years of relevant experience. Experience in public school and/or community-based programming preferred.

LICENSE/ CERTIFICATION:
Early Childhood or Parent and Family Education licensure required
Minnesota Administrative License required

Minimum Qualifications include: Valid Minnesota Teaching License in elementary education Tier 2, 3 or 4. Strong communication skills both written and verbal.
