Job Summary:

Under direction of the Director of Human Resources the HR Manager is responsible for processing employment actions for all staff; maintenance of HRIS; monitoring and assisting staff with benefit and general HR issues; maintain and process information for all group employee insurance plans; communicate leave of absence policies and procedures for all employees.

· Directs the implementation and administration of all employee benefits programs for the school district.

· Assures compliance with state and federal benefit regulations such as COBRA, FMLA and Long-Term Disability.

· Manages the administration of the district tax sheltered annuity, and flexible benefit programs.

· Communicates all required benefits information to employees, payroll and other involved departments.

· Assures that documents related to employee retirement plans are properly processed.

· Coordinates the administration of benefits for retirees and conducts individual meetings for retiring employees.

· Acts a liaison between the school district and vendors of benefit programs.

· Participates in the district’s insurance advisory committee

· Completes required ACA reporting in conjunction with the Payroll Specialist

Tasks involved in fulfilling above duty/ responsibility:

· Works with Director to coordinate the work of the Human Resources staff.

· Coordinates the employee recruitment, selection and orientation process for certified employees

· Organizes and conducts group and/or individual orientation meetings for new certified employees

· Monitors the collection, computer entry and file maintenance of all required employee documentation.

· Serves as district HIPPA Coordinator to ensure compliance.

· Supervise the preparation of employee assignment documents for certified employees.

· Monitors teacher/administrator licensure renewal, and maintains related records and data files.

· Prepares, publishes and maintains various reports and records, including yearly staffing report · Prepares personnel items for consent agenda for all board meetings

· Assists the Director in identifying employees affected by Board approved staff cuts and implements notification process.

· Supervises the maintenance of district data base information and coordinates the efficient access to this data by approved users.

· Responsible for processing Leave of Absences for Certified, Non-Affiliated, and Directors

· Provides support to district leadership for annual staffing season

· Assists the Director in developing personnel policies, establishing personnel office procedures, and performs other tasks as directed.

· Assists the Director, and payroll specialist with the processing of Payroll

· Assists in the administration of employee labor contracts to assure compliance and consistent interpretation of past practice.

· Coordinates the maintenance and publication of seniority lists for all bargaining units.

· Processes and maintains accurate records of all training credits earned and approves salary changes as authorized by the Director.
