Health Services Coordinator

The Health Services Coordinator for South Washington County Schools provides leadership and coordination of health care for students who attend both private and public school within the district boundaries.  Provide leadership as the certified public and school health nurse, leading, collaborating, integrating, facilitating and evaluating school health services and programs to provide positive learning outcomes to preschool, school age, and youth through health promotion, disease prevention and health maintenance. To develop and sustain the liaison between the schools, home, and local, state and national health community. Primary responsibilities include training, delegation, monitoring and supervising health care procedures delivered by building nurses. This coordinator is a member of the special services administrative team.

PRIMARY JOB FUNCTIONS:

Coordinate School District Building Nurses, Health Assistants, Paraprofessionals, Clerical Staff, Family School Coordinators

  • Analyze workflow related to effectiveness and efficiency of assessment processes in the school health services program.
  • Coordinates and provides leadership over the operations and health services staff.
  • Coordinates and provides leadership over the operations and health services for Community Education and Out of School Time Services.
  • Recruit, interview and make hiring recommendations for school health services personnel.
  • Direct, monitor school health services staff including development and evaluation of staff improvement plans.
  • Advise and make recommendations to the Director of Special Services regarding Minnesota Nurse Practice Act.
  • Arrange for substitutes. Maintains and manages a substitute nurse pool.
  • Assists nurses in writing Individual Health Plans and/or Section 504 Plans with health services accommodations.
  • Maintains confidentiality of work-related issues and records
  • Member of the Mental Health Lead Team

Organize and Conduct Professional Development

  • Development and training of staff that provide health services, physical & mental health, and other staff that contribute to a student’s overall health status.
  • Development and delivery of orientation for new and substitute Health Services staff.
  • Develop and coordinate quality improvement activities.

Health Policy and Procedure Development, Implementation, and Evaluation

  • Assessment, planning and evaluation of the health services component of the coordinated school health program.
  • Develop, implement, and evaluate school health services policies and procedures to support student learning & delivery of care to students and the practice of nursing.
  • Assure policies and procedures adhere to state and federal legal and regulatory requirements, and ethical standards of nursing practice.
  • Implementation of communicable disease control in the schools, including monitoring, surveillance and participation in disease prevention and outbreak management.
  • Interpret health mandates, recommendations and trends to school personnel.
  • Advocates integration of district vision and policies into action plans.

Provide Consultative Service

  • Provide health related consultation as a member of the specialized education team.
  • Provide consultation and recommendations in the planning and development of accommodation plans for Section 504 eligible students.
  • Serve as health care consultant for school personnel, students and their parents/families.
  • Provide professional health care leadership to administrators and school staff.
  • Interpret health mandates, recommendations and trends to school personnel.
  • Consult and provide input into committees that share responsibility for wellness and health, i.e. health & safety committee, emergency preparedness committee, employee wellness committee, etc.

Community/Agency Liaison

  • Function as the liaison between the school and local health service agencies/providers.
  • Establishes and maintains collaborative relationships with community health partners.
  • Serves on community leadership committees with Washington County as needed.

Health Counseling, Intervention, and Prevention

  • Coordinate the establishment of guidelines, procedures and training in First Aid/CPR for schools and staff.
  • Coordinate and monitor AED programs in the schools
  • Coordinate screening programs and immunization review/follow up for the schools.
  • Coordinate the establishment of guidelines, procedures, and training of blood borne pathogen/Hepatitis B vaccination/Post-Exposure Plan.
  • Coordinate district annual flu vaccination clinic for district staff and their families.

Budget Development and Maintenance

  • Recommends and manages the health services budget. Orders and purchases district health service supplies and equipment.
  • Monitor equipment needed and budget requests from individual buildings, including capital expense.
  • Develop and maintain vendor agreements for supplies and services.

Provide Coordination of Health Data/Technology Support

  • Develop, implement, and evaluate the system for the identification of students with special health care needs.
  • Establishes and monitors pupil health record systems.

Emergency Preparedness

  • Serves as a member of the district emergency management leadership team.
  • Provides recommendations on planning and development of crisis team agendas.
  • Assures policies and procedures for school safety planning.

Specialized Education Third Party Reimbursement

  • Coordinate third party reimbursement for health and mental health related services for all students.
  • Reviews state and federal regulations for third party reimbursement.
  • Participates in third party reimbursement networking meetings with area districts.
  • Assists with the implementation of time studies for SEDRA reporting.
  • Interprets Department of Human Services (DHS) guidelines for school based Personal Care Assistants (PCAs).
  • Oversees training and certification of PCAs.

Other duties as assigned

  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of this position

The Perpich Center for Arts Education (PCAE) was created by statute in 1985. Job Summary

The PCAE Board of Directors is seeking an Interim Director to lead the Perpich Center from on or about November 22, 2024, to on or about July 1, 2025. The ending date will depend on the final retention of a permanent Executive Director. The final Executive Director description will be posted in January or February 2025 for that person to start in the 2025-2026 academic school year, or sooner if desired. This is an exciting opportunity for someone who is looking for a statewide academic position that is in a lively, interesting, goal-oriented environment.

The Executive Director, working with the Board of Directors, management team, and staff, provides leadership and direction in matters of policy, personnel, budgeting, growth, and change for the agency. The Executive Director is appointed by the PCAE Board of Directors, who are appointed by the governor. The Executive Director, reporting to the Board of Directors, maintains a close working relationship with the Board in carrying out its policies and directions.
