Special Education Coordinator

Job Summary:  

Mahtomedi Public Schools is looking for an aspiring leader to join our team of dedicated special education staff.  Under the supervision of the Director of Student Support Services, the Special Education Coordinator will assist District staff to successfully meet the educational needs of students with disabilities in grades K–12+ and will ensure compliance with state and federal laws and regulations.

Qualifications:

  • Current Minnesota Special Education license PELSB
  • Master’s degree in the educational field
  • Two or more years in a leadership or coaching position; experience with Setting 3 program development is preferred
  • Two or more years of experience developing, implementing and evaluating special programs and working with students with low incidence disabilities
  • Expertise in Special Education Due Process and compliance
  • Group facilitation and conflict resolution training and experience
  • Experience with general education curriculum and differentiated instruction
  • Experience creating and implementing meaningful professional development activities
  • Experience training and coaching educators in the implementation of positive behavioral supports and restrictive procedures
  • Strong oral and written communications skills and the ability to establish collaborative relationships with a variety of stakeholders
  • Ability to use communicate, express or exchange ideas and convey details or important instructions to others accurately
  • Google Suite experience preferred

Duties and Responsibilities:

  • Assist the Director of Student Support Services on the implementation of special education programming and supporting staff to ensure consistency and alignment of practices/procedures across all buildings
  • Work directly with the Director of Student Support Services on the development of annual staffing plans
  • Provide due process assistance to staff and implement plans for monitoring and maintaining compliance
  • Create and implement an annual calendar of professional development opportunities for licensed staff
  • Oversee the Extended School Year (ESY) process including eligibility decisions and alignment of ESY with other district summer programs
  • Monitor Third Party Billing implementation in the District and provide applicable staff training
  • Oversee and develop Setting 3 Programming for students with Autism Spectrum Disorders, Emotional/Behavior Disorders and Developmental Cognitive Delays
  • Provide leadership in the vertical and horizontal alignment of specialized curriculum to ensure organized and sequenced instruction that will reduce learning gaps and progressively prepare students for post-secondary success
  • Facilitate ongoing program evaluation and development of the district’s Setting 3 programs, including conducting critical analysis of the effectiveness of services, and providing feedback and recommendations for program improvements/changes and technical assistance as needed
  • Serve as a district expert in the area of positive behavior supports and services; support staff, parents, and administrators in the consistent use of strategies to enhance the social emotional skills of students demonstrating challenging behaviors
  • Interface with District administrators and Districtwide staff to collect, disaggregate, analyze, and present to appropriate stakeholders, state and district performance data for the purpose of increasing student achievement
  • Facilitate collaborative relationships among parents, school staff and representatives of other agencies and organizations
  • Support special education staff in the selection, implementation and evaluation of evidence-based and evidence-informed instructional practices; assist IEP teams to develop and implement high-quality, standards-based special education services that result in meaningful student outcomes
  • Facilitate team meetings, model effective and positive problem-solving skills and foster collaborative communication
  • Collaborate with building administrators regarding the work of non-licensed special education staff including: assignments/scheduling, role responsibilities, service delivery models, best practices, professional development and performance evaluation
  • Maintain a working knowledge of technologies used for instruction and due process record keeping
    Serve on District committees such as the Special Education Advisory Council
  • Attend regional/state meetings as necessary
  • Perform other duties as needed or assigned by the Director of Student Support Services

Spanish Teacher High School – 0.4 FTE

Minimum Requirements:

Must have a valid MN Spanish License or able to obtain the appropriate license from PELSB, Professional Educator Licensing and Standards Board.

Director of Teaching and Learning – Secondary

POSITION SUMMARY:
Provides vision and leadership to the Teaching & Learning Department, secondary building leaders and classroom teachers that promotes and develops instructional excellence.  This district leadership position is responsible for formulating instructional goals and objectives; providing instructional services, instructional course planning, resource organization and utilization; determining delivery systems; and assessing the effectiveness of curriculum and instructional methods.

PRIMARY JOB FUNCTIONS:
Instructional Program
·       Manage 6-12 curriculum and instruction process.
·       Oversee and update the curriculum review cycle to include educational program planning and development.
·       Work with District leaders, secondary principals and staff in the development of a comprehensive curriculum plan aligned to District/school improvement efforts.
·       Work with the other departments to assure resources and training are aligned to improvement efforts.
·       Coordinate secondary program evaluations and review/recommend any programs entering the District.
·       Develop evaluation plans for all aspects of the educational program, including proposed program changes and implementation of pilot programs.
·       Coordinate instructional support programs at the secondary level, such as media services, special services, EL services, gifted/talented services and career/technical education to align curriculum.
Communication and Community Relations
·       Facilitate communication with and between all Teaching & Learning staff members.
·       Provide effective and consistent communication with and between the Superintendents, School Board, district administrators and supervisors, instructional and service staff, students, parents, bargaining unit leadership, and community members.
·       Prepare and deliver reports for the Assistant Superintendent, Superintendent and School Board.
·       Communicate and interact regularly with secondary principals and other supervisees to coordinate, problem solve, etc.
·       Meet with community groups to build relationships and problem solve.
·       Meet with school staffs and content leaders, building teams on curriculum.
·       Co-Facilitate the District Curriculum Advisory Committee (CAC), and other Curriculum Department and Coordinator Meetings.
·       Maintain contacts with teacher training, research and development agencies and with curriculum and instructional personnel in other districts and in other governmental and private agencies.
Supervision
·       Supervise, mentor and evaluate assigned Teaching & Learning personnel.
·       Work with Special Education staff and secondary principals in supervising curriculum delivery and best practices.
·       Monitor processes and structures at all sites to assure optimum involvement of parents, staff, students and other stakeholders to establish quality decisions consistent with district goals.
Projects and Innovations
·       Assist with completion of required state reports.
·       Collaborate with the Office of Achievement and Integration (A&I) in all curricular areas.
·       Coordinate and communicate educational and instructional concerns.
·       Assist with implementation of district Strategic Plan goals.
Resources and Finances
·       Monitor and oversee budgets for Teaching & Learning programs.
·       Monitor and oversee the allocation of federal dollars and work with non-public schools.
·       Suggest and review budget reductions and budget additions.
·       Secure state, federal and local grants to supplement budget.
·       Monitor and allocate curriculum resources at all K-12 sites.
·       Determine criteria and standards for the selection and maintenance of resource materials and equipment.
·       Plan and supervise activities related to the utilization of state/federal categorical funds for district programs.
·       Perform other duties and assume other responsibilities as assigned by the Assistant Superintendent or Superintendent.

Essential Functions

The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties.

  • Conducts educational assessments, such as intelligence and academic achievement testing, functional behavioral assessments, social-emotional behavior ratings, adaptive behavior scales, behavioral observations, and functional skills assessments. Reviews files, and interviews staff and parents as components of the assessment process;
  • Conducts functional behavioral assessments (FBA) and assists with the development of positive behavior intervention plans (BIP). Links assessment information to school-wide, classroom, or individual interventions;
  • Consults with the education team to develop appropriate recommendations and programs for students;
  • Provides problem-solving consultation at Individual Education Plan (IEP) meetings, as well as assistance in similar meetings or situations. May represent the District as the administrative designee at staff meetings.
  • Ensures that the procedures are followed; program designations are approved by the administrative designee;
  • Provides one-to-one and group counseling to students, provides crisis services to students, and attends a variety of meetings including regular staff meetings and mental health committee meetings. Must be responsible for arriving at multiple worksites; this usually means driving between various work sites;
  • Plans and develops education evaluation referrals with the IEP managers, so that evaluations are comprehensive and include all the elements specified by the State of Minnesota. Coordinates assessment summary report writing with the IEP managers. Reminds staff of when reevaluations, such as IEP assessments, are due;
  • Documents student contact, including medical assistance (MA) billings;
  • Works as part of an educational team; consults with other school personnel, children and parents in providing services to students;
  • Provides social and life skills lessons, both group and individual, as needed;
  • Provides behavioral support and crisis intervention, as needed;
  • Collaborates with community agencies/organizations in order to connect students with community resources;
