Position Overview (Basic Purpose of Position): Early Childhood Family Education (ECFE) is a program for all Minnesota families with children between the ages of birth to kindergarten entrance. The program is offered through Minnesota public school districts. ECFE is based on the idea that the family provides a child’s first and most significant learning environment and parents are a child’s first and most important teachers. ECFE works to strengthen families. ECFE’s goal is to enhance the ability of all parents and other family members to provide the best possible environment for their child’s learning and growth. Major Position Duties: REGULAR DUTIES & RESPONSIBILITIES List of things to accomplish in job functionNECESSARY SKILLS, KNOWLEDGE, ABILTIES What you should know or be able to accomplish in job functionPERFORMANCE STANDARDS How will you know the job is done? 1.Provide parents and other relatives’ educational programs on parent development, parent-child relationships, early childhood development, family development and culture and community. Programs must include sensory integration and early communication skill development. 2.Child/parent structured learning activities requiring interaction between children and their parents or relatives. 3.Structured learning activities for children that promote a child’s development and positive interaction with peers (held while parents attend education classes). 4.Provide information on related Red Lake Tribal resources 5.Provide information, materials and activities that support the safety of children including prevention of child abuse and neglect. 6.Provide learning experiences that promote children’s early literacy skills. 7.Provide home visits that are designed to provide family outreach in natural environments. 8.Provide the Center Based Program that is designed for services of: A.Parent and Family class(s), weekly on 8 week rotation; B.Children and Family bi-monthly class(s) and one outreach event per quarter. 9.Collaboration with early learning staff. 10.Contact and communicate with families and administration. 11.Collaborate with Tribal based organizations. 12.Attendance at workshops and training. 13.Submit annual program data to Assistant Superintendent of Special Services by May 20th each year on forms and in the manner prescribed by the Commissioner of Education. 14.Other duties as assigned. Ability to: 1.Cope and deal with various problems and personalities. 2.Communicate effectively between staff, students, children, parents and members on the public. 3.Work independently. 4.Maintain confidentiality 5.Plan and organize. 1.Programs are provided to inform parents and relatives about physical, mental and emotional development of children. 2.Learning activities are structured and provide interaction. 3.Child’s development is promoted through positive interactions. 4.Red Lake Tribal resources are shared with families. 5.Early literacy skills are promoted. 6.Home Visit Programs are provided. 7.Center Based Programs are provided. 8.Effective communication is provided between staff, families, tribal organizations, and administration. 9.Workshops, trainings, and interagency Early Intervention committees are attended. 10.Annual program data is submitted.

Primary Responsibilities : 1. Early intervention activities a. Screen, review records, interpret findings b. Consult with child study teams / problem solving teams / RtI teams c. Informal child observation d. Consultation with children, parents and staff e. Other pre referral activities 2. Evaluation and Re – evaluation a. Administer, interpret and report the results of psychological, functional, behavioral, and educational tests b. Select and evaluate assessment instruments and data gathering procedures c. Gather and interpret necessary data using formal and i nformal procedures in areas of a child’s development such as: cognitive, perceptual, psychomotor, emotional, social, adaptive behavior, personality and vocational adjustment 3. Program Planning & Implementation activities may include: a. Psychological services to students in accordance with objectives specified in Individual Education Plans (IEPs) b. Individual and group counseling in conjunction with a special education instructional program or as the sole service provided for specific students c. Design, conduct an d monitor behavior management programs and other corrective services d. Coordinate school and community resources and provide follow – up on referrals to outside agencies e. Provide individual and group consultation to special education teachers, regular education teachers, parents and other team members f. Provide consultation to students, parents , and staff in due process procedures in concert with the Director of Special Education 4. Crisis Intervention a. Work with school staff to assist with individual student crisis in an effort to provide interim support and guide families to appropriate community resources. b. Coordinate with school and community resources and provide follow – up on referrals to community agencies 5. Professional a. Maintain licensing requirements of regulating agencies in order to possess required licenses to perform the duties described in this job description b. Participate in continuous improvement activities such as workshops, inservice and other learning opportunities that promote quality school psychological services to children c. Assure compliance with special education procedural requirem ents and document appropriate due process guidelines, timelines, and procedures d. Maintain confidentiality e.
