Job Summary: The Executive Director of Human Resources is responsible for all operations of the Human Resources Department. The Director establishes and maintains communication systems between organizational levels; recommends, formulates and administers District Human Resources policies; and assures that the District attracts and maintains staff for teaching, administrative, and support positions which reflects the diversity of the student population and the community. Responsibilities: Acts as liaison and Chief Negotiator for the School Board and Superintendent in negotiations of collective bargaining agreements for all employee groups, based on parameters established by the School Board. Acts as the District Human Rights Coordinator. Recommends to the Superintendent and School Board final selection of candidates for hire. Develops systems for maintaining personnel records for all employees to provide current information on employment salaries, retirements, etc. Administers human resource functions including hiring, discipline, staff development, performance appraisal, training, leave of absences, benefits, compensation, payroll, risk management, and related activities. Coordinates all recruitment and retention efforts in the District, working with colleges and universities to support the efforts to bring a diverse pool of new candidates to the Rochester Public Schools. Seeks opportunities to expand the current pool of diverse licensed candidates and to increase employee retention rates. Directs all staffing assignments, promotions and transfers of all school district employees. Reviews, verifies and processes all licensed and classified applications. Supervises the District’s employee assistance and student assistance programs to provide information and resources to employees and students relating to personal concerns. Administers the District’s pay equity and other related wage administration programs. Coordinates the administration of all master contracts with employee groups. Coordinates the District response to real and potential litigation. Supervises the administration of all District due process procedures. Participates in meetings with education groups, professional organizations, businesses, civic and other community groups to develop and maintain public relations. Also, provides information relating to district human resources programs, services, and policies and procedures. Handles conflict resolutions for labor relations and disputes to ensure positive employee/labor relationships. Performs related duties as implied by position or assigned by the Superintendent.
