The Thief River Falls Public Schools District’s main office is located in Thief River Falls, Minnesota. The school district has an approximate enrollment of 1,900 kindergarten through grade twelve students.

LEADERSHIP PROFILE: The Thief River Falls School Board seeks a superintendent who:

Previous superintendent experience preferred, but not required.

SALARY/CONTRACT:  The current superintendent’s base salary for the 2021-2022 school year is $144,000. The final salary will be negotiated commensurate with experience and qualifications. The contract length is negotiable as provided in Minnesota statute.

Manager of Payroll & Benefits

Job Summary:
The Manager of Payroll & Benefits is responsible for managing active employee and retiree benefits programs – workers compensation, dental insurance, health insurance, long-term disability insurance, life insurance, vision insurance, optional insurances, flexible spending, and retirement plans – as well as the payroll processing function.  Oversees and manages day-to-day activities of the Insurance Department and Payroll Department including recruiting, hiring, and training. Works with the Self-Insurance Trust Committee to determine the amount of premiums as well as selection of the vendors to support the benefit programs. Works with the Employee Insurance Benefits Review Committee to manage plan costs. Oversees the property and liability claims for the District.

Duties Include:

Directs, develops, implements, and oversees District-wide policies, procedures, and training which include dental, health, and flexible spending plans as well as workers compensation insurance, property/liability insurance, and payroll.  Additional benefit offerings oversight includes health reimbursement accounts, health savings accounts, life insurance, long-term disability insurance, vision insurance, Aflac insurance options, and 403(b)/457 plans.

Manages and oversees operational issues and day-to-day activities of the Insurance Department and the Payroll Department. Helps departmental staff resolve issues that require supervisory attention like the annual open enrollment process, high-dollar claims/settlements, vendor support issues, internal department budgets, and overall departmental workflow decisions.

Assures compliance with Federal, State, and other regulations like the Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA), and Consolidated Omnibus Budget Reconciliation Act (COBRA). Maintains strict confidentiality on sensitive matters involving the District and employees.

Establish, maintain, and evaluate vendors to contract with the District. Provide recommendations for vendor changes or plan/offering changes as applicable to finance and human resources leadership, the self-insurance trust committee, or the employee insurance benefits review committee.

Implement collectively bargained contract changes from employment negotiations. Suggest language changes for improving the administration of employment contracts for the District negotiating teams.

Performs other duties as assigned in conjunction with the Business Services area.

Administrative Assistant – Director of Student Services

Effective immediately, the Human Resources Department will accept online applications for the position of Administrative Assistant –  Director of Student Services (Classification V) at the District Office.  This is a 12-month, full-time position, and reports to the Director of Student Services.  The hourly rate of pay is $23.57 per hour, based on the 2020-22 master agreement between SSP School District #6 and Local 12 Office & Professional Employees International Union.

Job Summary
Provide clerical support to the Director of Student Services, and manage records and data collection including Special Education MARSS, procurement and tuition billing.

Job Functions

Manage requests for conciliation, mediation or due process hearings as provided by law, rule and district protocol.
Compile and maintain special education and MARRS records of all resident and non-resident students with IEPs attending school in the district, and manage necessary records to maximize tuition finance. This includes generating tuition agreements, managing Intermediate 917 and elsewhere acknowledgements and maintaining due process files in an orderly fashion.
Compile and maintain SPED child count data.
Generate reports and other data using various computer systems including Infinite Campus, Google Docs, Sped Forms, Excel, and MARSS.
Oversee homebound instruction records including teacher timesheets.
Generate purchase orders as needed in accordance with MDE fiscal requirements.
Manage timesheets for Special Education Assistants including non-public health services.
Manage staffing charts, including appropriate budget coding by department
Maintain and update special education records using appropriate electronic form.
Prepare annual reports for district, state and federal monitors.
Provide support for hiring process, including scheduling and interview packets
Receptionist duties for visitors and incoming phone calls.
Provide direction to the Enrollment Center regarding scheduling students with disabilities, homeless care and treatment, and 504 conditions.
Work with the Enrollment Center to arrange for special ed paraprofessional bus support when needed.
Work with the Enrollment Center to assure that all students receiving transportation from the Student Services Department have appropriate documentation including emergency phone numbers, alternative drop off locations, and IEP or 504 forms indicating the need for the same.
Manage Director’s calendar as needed.
Manage student files.
Model the 1B Learner Profile for students, families and staff.
Other duties as assigned.
