POSITION SUMMARY: To develop and operate a safe, efficient and economical transportation system meeting the standards prescribed by the U.S. Department of Transportation, the State of Minnesota and South Washington County Schools. PRIMARY JOB FUNCTIONS: 1. Oversee, directly or through line supervisors, all transportation department activities and personnel. 2. Plan, develop and administer a departmental operating budget (Revenue and Expenditure) that incorporates prescribed staffing levels, customer service requirements, maintenance repair and operating requirements, safety requirements, contracted service requirements, facility expenses, and reimbursable expenses. Present operating budget annually to the school board for review and approval. 3. Administer, in accordance with district procedures and applicable bargaining unit contracts, the human resource functions of the department to include recruitment, selection, training, evaluating, disciplining, and if necessary terminating of departmental employees. 4. Establish and maintain a process for the safe and efficient routing of busses taking into account; travel time for students, walking distance to bus stops, bus time schedules, students to be picked up by each bus and hazardous walking areas. Keep the transportation map up to date. Distribute schedules to drivers and parents of students being transported. 5. Ensure the development and uniform enforcement of a student discipline policy while riding or waiting for the school bus that trains students on appropriate behavior, informs parents, building administrators and transportation staff of discipline policies. 6. Collaborate with building staff, athletic/activities directors and appropriate transportation department staff to develop a field and athletic trip policy that maximizes the availability off the district fleet for this purpose without impinging on the regular and special needs student transportation requirements. Supervise staff who schedule field and athletic trips. 7. Ensure that all transportation service requests and complaints are appropriately reviewed, investigated and responded to in a timely manner. 8. Advise the Superintendent of Schools on matters involving pupil transportation including inclement weather and school closing, school site selection, school calendar, school hours and walking distances. 9. Develop an annual bus replacement plan and budget; develop purchasing specifications to comply with State and local requirements for the purchase of schools buses. 10. Define the specifications for contracted transportation services, obtain quotations from qualified bidders, and oversee services provided by contract operator. 11. Develop, in conjunction with immediate supervisor, both short and long range goals for the management of the transportation department that are consistent with the district’s mission statement and strategic plan. 12. Attend seminars, training courses, national, regional and state transportation association meetings as needed to stay current with professional development requirements for a school transportation official. 13. Maintain relations with federal, state and local agencies/organizations that can assist in creating and maintaining a high quality school bus safety program. 14. Maintain records and prepare reports as required by the U.S. Department of Transportation the State of Minnesota and the District. 15. Ensure district compliance with the Federal Drug Testing program. 16. Serve as a Team member in the emergency response planning and implementation process. (Attend training, train district staff and participate in the Districts advisory committee.) 17. Other duties as assigned.
