POSITION SUMMARY: The Director of Human Resources is accountable for providing leadership and management for all district Human Resource functions to ensure all actions play a strategic role in accomplishing the district mission and strategic plan. The Director is responsible for essential department functions including recruitment and selection, contract negotiation, interpretation and management of employment contracts, performance management and improvement, employee relations, leadership of the Human Resources team, compensation, organizational planning, staffing, professional development, appraisal, corrective action, policy development, budget development, and compliance with all applicable city, state, and federal laws. PRIMARY JOB FUNCTIONS: 1.Design and implement strategies and procedures for recruitment, selection, and orientation that are customer driven, cost effective, legally defensible, multi-culturally inclusive with a focus on increasing the employment of persons from diverse backgrounds, and provide the staff necessary to fulfill the mission of the school district. 2.Provide Human Resources strategic direction based on the District’s strategic plan and external trends and demographics. Partner with all employees and union leadership to enhance morale and productivity, limit job turnover, and help the District use and enhance employee skills. 3.Review and revise School Board Policies as needed. 4.Lead a team of Human Resources employees matching competencies and job functions to ensure high morale and high productivity in meeting District short-term and long-term strategic goals. 5.Formulate, recommend, and implement Human Resources Policies and Procedures. Protect interest of employees and the school district in regards to District policies, state and federal labor laws and regulations, collective bargaining procedures, including the Minnesota Public Employment Labor Relations Act, (PELRA). 6.Develop and ensure implementation of performance management policies and procedures including job descriptions and employee evaluations. Identify strategic employee development needs and facilitate implementation with appropriate departments. 7.Define all Human Resources products and processes and clarify and align authority/responsibility of Human Resources, department, and building staff within those programs. Ensure necessary education and training to administration and all employees in the implementation of those programs. 8.Manage the Human Resources budget ensuring compliance and correlation between District goals and use of funds. Monitor for effectiveness and cost containment. 9.Lead a culture of customer service and continuous improvement that sets the tone for the District and the department. Consistently evaluate products and services for focus on the customer, efficiency, effectiveness, and alignment with District goals. 10.Ensure Human Resources Information System responsiveness relative to report and data generation in response to state and federal governmental requirements, negotiations requirements, and other needs. 11.Counsel administrators in organizational planning, discipline management, contract interpretation, conflict resolution, career management, and overall management and leadership issues. Coach managers through employee issues in alignment with legal requirements and strategic goals, workplace investigations and potential employee discipline. 12.Negotiate employee disputes and complaints to resolve conflict and facilitate increased morale and productivity. 13.Assist the Superintendent in facilitating change. Create learning opportunities around change and strategic initiatives. Assist leaders and employees in interpreting change and moving toward that change. 14.Draft and review all contracts, labor and other, to be presented to the School Board for approval. 15.Negotiate labor contracts on behalf of the School Board for assigned bargaining groups. 16.Recommend, in coordination with the Superintendent and Director of Finance, applicable economic parameters for negotiations, and recommend proposed modifications to existing labor agreements. 17.Prepare costing models for labor contract negotiations to assure accurate and complete costing of negotiated agreements. 18.Administer labor contracts so as to maintain fair and equitable treatment of employees and to assure compliance with negotiated agreements. 19.Provide contract interpretations to supervisors and employees 20.Develop and present training materials to supervisors on new contracts. 21.When necessary, implement lay off, discipline and termination of employees within applicable legal and contractual parameters 22.Serve as district’s Human Rights Officer 23.Maintain pre-employment, employment, and post-employment personnel records and information including licensure status, renewal credits, and official personnel files according to applicable data retention laws and policies. 24.Coordinate Equal Employment Opportunities training. 25. ESSENTIAL DUTIES Assists the Academic Director to promote and support the school’s mission and goals Represents the academic program and Academic Director at all times and in the Academic Director’s absence. Keeps the Academic Director informed of program operations and important information when the Academic Director is off-site. Manages the collection of information, posting, and editing of academic program sections on the school’s website. Preparation, development, and publication of the Academic Course Guide, Student and Parent Handbook, the Academic Faculty Handbook, and other school and program publications. Works with the Academic Director to complete the annual MCCC submission and other critical reports/submissions. Leads the administration of all student assessments and related procedures (ACT, PSAT, MCA, etc.) in collaboration with the Academic Director. Provides support to student activity groups (i.e. NHS, Student Council, Yearbook, etc.) in the academic program. Covers the lunch break for the front desk administrative assistant daily and serves as back-up, as needed. Monitors and prepares documentation regarding daily academic staff attendance. Monitors, arranges, and assists substitute teachers. Assists with scheduling and coordination of formal and informal teacher evaluations. Coordinates the dissemination of diplomas and final (official) transcripts. Manages all academic program documents such as, field trip forms, testing registration, leave forms, etc.. Coordinates CPR session for state requirement in science classrooms. Prepares and disseminates attendance reports and letters in collaboration with Dean/Counselor(s). Prepares and disseminates academic program communications (i.e. credit recovery) in collaboration with Dean/Counselor(s). Processes purchase orders and reviews and maintains accurate budget for the academic program. Receives and processes new inventory, as well as maintains a comprehensive inventory database for the academic program. Liaison to technology companies copy machines, student Moodle, student WIFI, etc. Takes initiative to learn and implement on-site trouble-shooting strategies regarding school technology. Composes correspondence, as necessary. Reviews and interprets highly confidential information. Implement changes to improve Academic operations and make them more efficient. Manages Academic school calendars, schedules, and meeting calendars. Maintains accurate files and records for Academic Director’s office. Coordinates a wide variety of special projects for the academic program. Attends trainings and workshops for the purpose of professional development.
