What is the opportunity?

The Wayzata Public School District is a steadily growing school district which currently serves approximately 12,000 students.  We are currently seeking a Student Services Director.  As the Student Services Director you will have overall responsibilities for the administration of services to students within the programs of:  Special Education, Title I, EL and Health Services in accordance with all applicable State and Federal laws, statutes, rules, and regulations.  This currently entails services provided at 9 elementary schools, 3 middle schools, one high school, a transition program and our Early Learning Center. What are we looking for?

Confident Decision Maker:  This is a position in which you will be faced with making decisions that affect staff and students. While you will have the support of the Special Services Supervisors and building administrators, you will often be required to make critical decisions quickly and responsibly.

Collaborator: In this role you must work collaboratively with others across the district. In order to be effective, you must partner with building administrators, parents, staff and other professionals.

Approachable and Supportive Leader: This position requires a genuine leader that is present in the role. We are looking for a candidate who enjoys providing support and mentorship to supervisors and employees.

Subject Matter Expert: We are looking for a candidate that knows Special Services inside and out. The ideal candidate will have experience working in with a variety of age groups and be an expert with due process.  In addition to being the in-house expert for building  and central office staff, you will be relied upon to provide expertise to the community.

Salary: $160,296 – $168,296 (current salary range, contract under negotiations)

Chief of Schools Officer/Director of Special Education

JOB FUNCTIONS:
The Chief of Schools Officer functions in all buildings at all levels to assist the district level administrators and building principals in providing quality educational programs and services which support student learning

KEY PROGRAMS AND SERVICES:
School Counseling, Section 504, School-Based Mental Health, School Social Work, Prevention(AODA), School Psychology, Special Education, Gifted and Talented, English Language Learner Program, Homelessness, School Nursing Services, Alternate Education Program.

ESSENTIAL FUNCTIONS:
1. Performs duties and responsibilities required of a Director of Special Education, including but not limited to assuring legal compliance with the education of students with disabilities and acting as LEA representative when appropriate or necessary.
2. Coordinates a district-wide system of health services and assumes responsibility for updates of state and county requirements/regulations affecting school health programs.
3. Directs a system for learning interventions for students including Response to Intervention (RtI), identification, diagnosis, follow-up and referral of students with problems related to attendance, mental health, or learning acquisition.
4. Directs the collection and analysis of statistical data required in planning and evaluation of education programs that benefit all students and assures such evaluation processes implement researched best practices.
5. Chairs a school and community advisory council in matters of student services and special education.
6. Oversees the maintenance of all student records including, but not limited to, the development, access, and utilization of current confidential student information.
7. Prepares and administers the student services budget.
8. Assures that appropriate parent education and support opportunities are available for groups of special education students and their parents.
9. Advises on Board policies and administrative procedures relative to students.
10. Establishes effective liaison relationships with agencies within the community that may provide specialized or professional help to the students and their parents.
11. Assist concerned parents; formalizes and addresses complaints when necessary.
12. Acts as the District’s Wisconsin Medicaid Administrator, the Homeless Liaison, Title IX Coordinator, the CESA liaison and the DPI liaison.
13. Assures appropriateness, quality and cost-benefit of out-of-District student educational placements.
14. Assists Principals in recruitment and selection of certified and non-certified staffing for Special Education and Student Services positions.
15. Interprets student assessment data for the continuous improvement of District programs and services and assists with said evaluation through the implementation of researched best practices.
16. Works collaboratively with the Assistant Superintendent of Teaching and Learning to arrange and coordinate the provision of staff development directly related to Student Services.
17. Serves as a consultant to curriculum development.
18. Defines and interprets the professional functions of student service professionals to administrators, teachers, students, parents, and the public.
19. Assumes responsibility for own professional development; for keeping current with the literature, new research findings, and best practices in specialized area; and for attending appropriate professional meetings.
20. Serves on multiple District leadership teams, including Cabinet, Hudson Lead, Hudson Learn and Principals & Cabinet teams.
21. Serves on committees of the Board as appointed by the Superintendent.
22. Performs all relevant duties as a District level team member and advisor to the Superintendent.
23. Performs such other tasks and assumes such other responsibilities as may be assigned by the District Deputy Director or Superintendent.

JOB FUNCTION:
To help students master subject matter and skills in a learning environment which allows for the intellectual, physical, emotional, cultural, social and ethical growth of children in a changing world.

REPORTS TO:
Building principal or person designated by the district administrator.

SUPERVISES:
Students, student teachers or others as assigned.

JOB RESPONSIBILITIES:
The classroom teacher shall:
1. Make provisions in the classroom utilizing the philosophy that all children can learn as per mission statement.
2. Teach curriculum as per scope and sequence and/or department curriculum.
3. Modify curriculum as appropriate and as needed in the curriculum review cycle.
4. Provide an appropriate opportunity for students to master the Wisconsin Model Academic Standards.
5. Provide in a timely fashion the necessary documentation for completing the materials adoption process when appropriate.
6. Develop, implement and evaluate personal and professional instructional goals with the assistance of the building principal as part of ongoing staff development.
7. Identify and provide a program of study that meets the individual needs, interests and abilities of students.
8. Prepare for classes assigned and provide written evidence of preparation per building procedures.
9. Guide the learning process toward the achievement of curriculum goals, consistent with the district’s philosophy, and establish clear objectives for all lessons, units, projects and communicate these objectives to students.
10. Strive to implement, by instruction and action, the district’s educational philosophy and instructional goals and objectives.
11. Create a classroom environment that is conducive to learning and appropriate to the maturity and interests of students.
12. Encourage students to set and maintain standards of classroom behavior.
13. Develop reasonable rules for classroom behavior and related procedures.
14. Maintain order in the classroom in a consistently fair and just manner.
15. Employ a variety of instructional techniques, instructional media and assessment tools.
16. Assess the accomplishments of students on a regular basis, provide timely feedback to students, and provide progress reports as required.
17. Assess student progress towards mastery of the Wisconsin Model Academic Standards as appropriate.
18. Identify any learning and behavioral difficulties of students on a regular basis, seeking the assistance of district specialists and the Individual Education Team meeting.
19. Take necessary and reasonable precautions to protect students, equipment, materials and facilities.
20. Maintain accurate and complete records as required by law, Board policy and administrative regulation.
21. Assist the administration in implementing Board policies and rules.
22. Encourage parent/guardian involvement by taking an active role and being available to students and parents/guardians for education-related purposes when required or requested to do so under reasonable terms.
23. Maintain effective lines of communication among staff, parents/guardians and supervisors to assist in the education of each child.
24. Serve as a role model by demonstrating a positive attitude, appropriate dress, timeliness, proper preparation and strong work habits.
25. Be responsible for students in his/her charge and for any and all students of the school during the school day and during school functions.
26. Work cooperatively with all staff, promote interdisciplinary collaboration and be supportive of other building/district programs.
27. Take responsibility for staying professionally current.
28. Attend all building faculty, department and Individual Education Plan (IEP) staffings and meetings as required or upon request.
29. Assume all other responsibilities and perform all other duties as assigned by the building principal or person designated by the district administrator.
