Facilities and Grounds Manager

General Definition of Work:
Plan and manage the facilities, grounds and health and safety programs of the district, as required by federal, state and local mandates. Provide coordination for facility and site improvements projects and processes by working closely with district personnel, professional consultants and contractors. Utilize district operation standards and policies to ensure projects are completed in a quality manner, on time and within budget. The Facilities and Grounds Manager has responsibility for overseeing all aspects of facilities management in conjunction with the department director, including personnel within the department.

Essential Functions

  • Assist the department director in establishing, implementing and evaluating effective policies and procedures, budgets and procedures for increasing facilities, grounds and health and safety efficiency to build a positive environment for achieving educational outcomes.
  • Oversee assigned construction projects to ensure budget and schedule are adhered to, maintain complete audit files, as well as ensure quality of materials and workmanship are utilized.
  • Coordinate the district’s emergency management and reunification process; maintain technology, policies, maps and communications with local police, fire and sheriff departments.
  • Coordinate district work order system; assign work orders to department staff, approve work orders, monitor progress of work orders and inspect completed work orders.
  • Ensure proper record keeping including collection, organization, processing and archiving of documents such as permits, change directives, pay applications, warranties and all other project related documents.
  • Develop and present training programs and presentations as necessary.
  • Ensure all SDS manuals are up to date.
  • Monitor and communicate department progress with committees, administrators and staff.
  • Assist the department director in coordinating the Facilities and Health & Safety committees; lead committee meetings as needed.
  • Analyze department data collected from various records to help determine effective goals and processes.
  • Serve as a member of various building teams and act as a liaison; assists staff, students and families in understanding building and district policies, procedures and requirements.
  • Recommend the hiring, promotion, discipline and/or dismissal of building engineers, maintenance and custodial employees.
  • Foster an attitude of support and teamwork among all parties associated with the facility improvement process, workers comp, emergency management, and facility security.
  • Maintain flow of all invoices, PO’s, and receipts.  Ensure timely payment of all liabilities.
  • Stay current with best practices research and strategies.
  • Respond to alarms, emergencies and personnel at all hours of the day and night.
  • Other duties may be assigned.

Health and Safety Manager

Job Description: The Health and Safety Manager is responsible for implementing all procedures that are applicable to the district in connection with environmental, health and safety matters. The manager will provide support to Faribault Public Schools as a focal point on activities related to environmental, health and safety planning and preparedness – internal and externally.   This position is for 260 days per year. Salary will commensurate with experience and qualifications.

ESSENTIAL FUNCTIONS:  Manage all environmental, health and safety related issues which include all health recommendations for staff and students (including Pre-K, K-12, Adult Education, and Community Education programs)
Train staff annually and as needed on subjects relevant to mandatory policies and outside agencies.
Lead efforts for evacuation plans and set up annual trainings; fire drills and maintain escape routs, Fire Marshall and OSHA checks, severe weather drills, etc.
Perform monthly audit of equipment and resources; AED, eyewash stations, emergency lights, etc.
Collaborate with administration to cultivate pandemic response culture; serve as the district level pandemic response subject matter expert.
Collaborate with district administration on effective and safe cleaning strategies; ensuring that all facilities are safe and healthy for staff, students and families.
Instruct on the appropriate use of personal protective equipment (PPE) such as gloves, goggles, face shields, face masks for the activity being performed.
Coordinate and maintain PPE equipment inventory; daily checks of inventories to promptly address any shortages of cleaning supplies, including washing stations, soap and/or hand sanitizer.
Appraise and implement new environmental, health and safety regulations as they relate to district operations.
Perform internal checks for lead in water, indoor air quality and asbestos concerns.
Participate in the districts advisory committees as they pertain to position.
Collaborate for general workers compensation efficiencies.
Execute community outreach to form partnerships for funding and or grants to enhance health and safety of the district.
Coordinate actions as a result of students and/or staff as they relate to environmental, health and safety concerns.
Develop and enforce district protocol to determine when staff and/or students may come back to school.
Create and manage plans for students and staff to occupy healthy and safe buildings.
Monitor plans and make suggestion to the superintendent and or director of buildings and grounds for improvements; create, manage and review site specific pandemic compliance programming.
Post, in areas visible, hygienic practices and physical distancing recommendations; including materials from MDH, MDE, CDC.
Serve as the internal incident manager, ensuring that emergencies and injuries are properly managed.
Any other duties in connection with environmental, health and safety matters.
