REPORTS TO: Superintendent

Position Summary:

The Chief Administrative Officer (CAO) serves as a key member of the Superintendent’s Cabinet and reports directly to the Superintendent of Schools. The CAO provides strategic leadership and executive oversight for the district’s Facilities, Finance, Policy and Innovation, Student Nutrition Services, Technology, and Transportation departments—each led by a Director who reports to the CAO.

As the district’s senior leader for administrative operations, the CAO ensures that systems, processes, and resources are effectively aligned to advance student learning and organizational excellence. The CAO leads both ongoing operational implementation and improvement efforts and major change initiatives, such as the adoption of new budget and staffing models or redesign of the district’s transportation systems.

The CAO works collaboratively across departments to identify and review key financial and operational metrics, coordinate cross-functional efforts, and ensure that the district’s operational systems are efficient, transparent, and sustainable. The CAO also attends recurring meetings and serves as a trusted advisor to the Superintendent, Cabinet, and School Board, preparing and presenting agenda items for study or action.

In addition, the CAO partners closely with the Executive Director of Human Resources to negotiate collectively bargained employment contracts and non-union work agreements on behalf of the district, ensuring alignment between financial capacity, operational systems, and workforce priorities.

Through these actions, the Chief Administrative Officer plays a central role in ensuring that Rochester Public Schools operates with integrity, efficiency, and a relentless focus on serving students and families.

Qualifications:

Required Qualifications:

  • Experience and expertise in school finance and budget management.
  • Demonstrated success in leading cross-departmental teams or functions that include finance, facilities, technology, transportation, or other operational areas.
  • Demonstrated success managing large-scale change initiatives in complex organizations.
  • Strong understanding of organizational systems improvement.
  • Ability to foster a positive, inclusive, and high-performance work culture centered on service and accountability.
  • Exceptional communication, collaboration, and problem-solving skills.
  • Commitment to advancing efficiency and excellence in all operational practices.

Preferred Qualifications:

  • Proven experience in a senior leadership role within a K-12 public school district central office.
  • Familiarity with Minnesota school finance and education policy frameworks.
  • Advanced degree in education, business administration, public administration, or a related field.
  • Experience leading collective bargaining processes and contract negotiations.
  • Experience deploying technology solutions to achieve operational efficiencies in centralized finance and other enterprise functions.

Responsibilities:

  • Instruct students by teaching the district curriculum, using district approved materials, integrating informational and technological resources, utilizing individual, flexible group, and large group instructional strategies, and collecting and analyzing student data to design instruction.
  • Plan daily and long-term instructional lessons based upon research and best practice instructional strategies, the district approved curriculum, analysis of student assessment data, effective use of technology and required accommodations and modifications for individual students with IEPs, 504s, or other learning plans.
  • Establish and maintain safe, respectful, and responsive classrooms for a productive learning environment recognizing the impact of cultural diversity on teaching and learning.
  • Perform supervisory duties assigned including bus and lunchroom duty.
  • Collaborate with teachers and support staff to problem-solve students’ academic and behavioral needs using student academic and behavioral data.
  • Communicate positively with students and families regarding students’ academic progress through parent-teacher conferences, telephone calls, email and other meetings as necessary; schedule and attend parent teacher conferences.
  • Maintain appropriate grades, assessments, and other students records and follow established building procedures regarding the grading process, access to student records (FERPA), and the administration and use of student assessment information.
  • Participate in building and district sponsored professional development initiatives and other professional training opportunities as directed by the building principal.
  • Collaborate with teachers and administrators to improve student achievement through job-embedded learning communities, team and department meetings, curriculum development initiatives, technology-based strategies, and other strategies.
  • Participate in district and building meetings and committees as requested by the principal.

Compensation: $150-$442/day, determined by licensure and experience

Job Summary:
The Coordinator of Advanced Learning, under the direction of the Director of Academic Supports, provides leadership and operational oversight for Rochester Public Schools’ K–12 advanced learning educational services. This role ensures equitable access to rigorous academic programming—including for twice-exceptional and historically underrepresented learners—through effective identification, curriculum development and adoption, staff development, family engagement, and program evaluation. The Coordinator manages programming at all RPS sites and online environments, including key programs such as  Rochester Accelerated Math Program (RAMP), early entrance to kindergarten, subject/grade acceleration, and honors courses and diplomas.

Key Responsibilties:

Advocate for the needs of advanced, and twice-exceptional students, especially those from underrepresented populations.
Serve as the district lead for student advancement services and acceleration processes (early entrance, subject/grade advancement).
Lead the design, implementation, and evaluation of advanced learning programs K–12.
Coordinate identification, assessment, instructional planning, and enrichment opportunities for gifted learners.
Ensure programming aligns with Minnesota state standards and mandates, district goals, and current research-based best practices.
Research and recommend evidence-based instructional materials and resources; support with curriculum selection and instructional planning.
Coordinate with District leaders to support school-based advanced learning services and curriculum development.
Oversee and administer assessments for advanced learner identification and student advancement.
Use data and multiple criteria to identify students for services and place them accordingly.
Interpret and communicate testing results to educators, families, and other stakeholders.
Develop and monitor consistent identification and placement protocols that support equitable access.
Design and lead professional learning on advanced learning practices, student identification, and instructional strategies.
Provide coaching, mentoring, and onboarding for advanced learning staff and support personnel.
Facilitate regular department meetings and PLCs to promote collaboration and continuous improvement amongst the Advanced Learning teachers.
Stay abreast of developments in advanced learning education through ongoing professional learning and conference participation.
Foster strong partnerships with school leaders, teachers, parents, and community partners to support advanced learners.
Communicate clearly and proactively with families through meetings, newsletters, phone calls, and the district website.
Respond to inquiries from families and staff and support smooth transitions for new students and families.
Work collaboratively with other areas such as Special Education, Multilingual Learning, Elementary and Secondary Education, and Research and Evidence.
Coordinate and monitor department budgets, staff allocations, and instructional resources.
Ensure compliance with district, state, and federal policies, mandates, and grant requirements.
Maintain records related to student services, assessments, placement, and staffing.
Prepare required reports and oversee use of data systems (e.g., Skyward) for program tracking and analysis.
Coordinate the K–12 advanced learning staff and provide clear direction, and support for continuous improvement.
Participate in hiring and human resources processes in partnership with the Director of Academic Supports and site administrators.
Participate in district committees and strategic initiatives related to advanced learning.

Required Qualifications: Proven leadership experience in gifted education or advanced academic programming
Minnesota Teaching license
Deep understanding of instructional differentiation, student assessment, and acceleration practices
Strong interpersonal, communication, and organizational skills
Cultural competence and a commitment to educational equity

Preferred Qualifications: Master’s degree in education or related field
Administrative license or ability to obtain one
Experience supporting twice-exceptional and underrepresented advanced learners
Five years teaching experience with advanced learners.
Familiarity with RAMP or similar accelerated math programs
Proficiency in student data systems
Background in curriculum development, instructional coaching, or school leadership
