COMPASS Continuous Improvement Coach

Job Summary: COMPASS is the Collaborative Partnership to Advance Student Success and is a partnership between the Minnesota Service Cooperatives and the Minnesota Department of Education. The Continuous Improvement Coach is a key member of the COMPASS Regional Teams, focusing on strategic planning, leadership development, and coaching to support schools and districts identified through the Minnesota State Accountability system. This role focuses on providing direct coaching and support to district and school leadership teams, helping to implement evidence-based practices and drive continuous improvement. The Continuous Improvement Coach ensures that school-level efforts are aligned with district-wide goals, promoting coherence across all levels of the education system.

Statewide Team Responsibilities:

  • Collaborate with the COMPASS School Improvement Supervisor, Statewide Improvement Coordinators, and Continuous Improvement Leads to support the implementation of federal ESSA school improvement guidelines, documentation, and reporting requirements.
  • Contribute to statewide initiatives by sharing insights and data collected from district and school-level support, informing progress on state and regional school improvement goals.
  • Develop and maintain expertise in school improvement, the MnMTSS framework, and culturally responsive practices through required training and professional development.
  • Engage with state educational partners, including the Minnesota Department of Education, to align district and school-level strategies with broader educational initiatives.

Regional Responsibilities:

  • Collaborate and coordinate support with other regional COMPASS staff to align supports within districts.
  • When applicable, align support with Continuous Improvement Leads to ensure a systematic approach to continuous improvement within districts.
  • Support regional efforts by participating in meetings and collaborating with other team members to address common challenges and share best practices.

District and School-level Responsibilities:

  • Work closely to ensure a systematic approach to continuous improvement within districts where school-level action plans are aligned to district goals.
  • Provide job-embedded coaching to district and school leaders and leadership teams, helping them develop and execute MnMTSS Continuous Improvement Action Plans.
  • Guide districts and schools through the continuous improvement cycle, including conducting comprehensive needs assessments, implementing evidence-based practices, and monitoring progress.
  • Support the development of effective district and school leadership teams, fostering collaborative environments that use data to drive decision-making and improvement.
  • Assist schools in aligning their action plans with district-wide goals, ensuring coherence and consistency across the education system.
  • Collaborate with district and school staff to identify and address specific areas for improvement, providing tailored support and resources as needed.
  • Build capacity of district and school staff, focusing on continuous improvement processes, data-driven decision-making, and the implementation of the MnMTSS framework.
  • Collaborate with district and school leaders to monitor and adjust action plans based on data-driven insights and district-aligned outcomes.
  • Facilitate communication between school and district leadership to ensure consistent understanding and execution of improvement efforts.

Competencies:

  • Extensive experience in K-12 education, with a solid understanding of pedagogy, best practices, and adult learning principles.
  • Strong coaching and facilitation skills.
  • Proven ability to address educational inequities through the effective implementation of evidence-based practices and continuous improvement strategies.
  • Adaptability to diverse district and school contexts, with a collaborative approach to building partnerships with school leaders and educators.
  • Exceptional organizational skills, creativity in problem-solving, and proficiency in both written and verbal communication.
  • Capacity to build open, authentic, and effective relationships with educators and educational partners.

Education and Experience:

  • Required:
    ○ Bachelor’s degree in education or a related field.
    ○ Minimum of five (5) years of experience in a PreK-12 school system.
    ○ Valid MN Driver’s License.
  • Preferred:
    ○ Advanced degree in education or a related field (e.g., school administration, curriculum and instruction).
    ○ Experience in school leadership roles.
    ○ Leadership-related or administrative experience.
    ○ Current administrative license.

Environment & Physical Demands: This role operates in a hybrid office environment, requiring standard office tasks such as using computers and phones, and frequent travel to schools for on-site support and coaching. The position may also involve setting up and tearing down for events, including lifting up to 30 lbs., and standing or carrying items for short distances as needed.

Duty Days and Expected Hours of Work: This 205-day (.8 FTE) position’s working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. Regular travel to schools, educational events, and occasional events outside of typical work hours are expected.

Special Services Supervisor

Special Services Supervisor

Position Purpose:
The Special Services Supervisor position will be responsible for developing, directing, and providing ongoing leadership, coordination, and oversight of special services programming within established policies and directives of the education district and assigned member district(s), as well as any federal or state applicable laws. In consultation with the Director of Special Education and/or Executive Director, the position provides technical assistance on legal and regulatory compliance in areas of special education, Section 504, and Alternative Delivery of Specialized Instructional Services (ADSIS). In addition, the position provides support in the implementation of a Multi-Tiered System of Supports (MTSS) framework.

Essential Duties:

  • Professional Learning
    • Engage in professional learning aligned with SCRED goals and district-specific needs to inform SCRED professional learning opportunities provided to members
    • Develop professional learning plans in collaboration with the SCRED Services Coordination Team to ensure alignment with SCRED goals and messaging across service areas
    • Facilitate professional learning using effective adult learning strategies on a variety of topics, including due process, special education programming, section 504, and MTSS implementation
    • Facilitate department meetings in each member district building to promote ongoing professional learning and provide critical updates
    • Create resources and reference materials to enhance professional learning and/or provide guidance to member district staff
    • Facilitate or participate in assigned stakeholder meetings, work groups, and networking opportunities
  • Collaboration & Consultation
    • Provide technical assistance on legal and regulatory compliance in the areas of special education, Section 504, and MTSS
    • Collaborate with SCRED and member district staff to enhance special services programming
    • Consult with school teams regarding challenging student cases and parental disagreements
    • Facilitate conciliation meetings and coordinate alternative dispute resolution opportunities with the Minnesota Department of Education
    • Provide leadership to the Chisago or Pine County Interagency Collaborative at the committee level
  • Administrative Processes
    • Manage the Local Collaborative Time Study (LCTS) procedures for Chisago or Pine County Interagency Collaborative
    • Assist in the implementation of procedures related to child find and child count under the direction of the Director of Special Education
    • Facilitate the data collection for the Special Education Data Reporting Application (SEDRA) for assigned SCRED districts
    • Provide leadership in the completion of the special education compliance monitoring processes for both SCRED and Minnesota Department of Education (MDE) under the direction of the Director of Special Education
    • Respond to complaints and due process hearing requests filed with MDE in collaboration with Director of Special Education
    • Request out of field permissions, discretionary variances, and tiered licenses for staff when necessary with the Professional Educator Licensing and Standards Board (PELSB)
    • Facilitate the completion of the Alternative Delivery of Specialized Instruction Services (ADSIS) application and data reporting requirements
    • Formulate recommendations regarding special services staffing, supplies/equipment, transportation, outside evaluations, etc. for district(s) of assignment and SCRED programs
    • Assist member district administrators with special services staffing (e.g., allocations, hiring, onboarding)
    • Oversee the special education procurement process in district(s) of assignment
  • System-Level Coordination
    • Develop, direct, and provide ongoing leadership, coordination, and oversight of special services programming within district(s) of assignment
    • Oversee SCRED student programs located in district(s) of assignment in collaboration with Director of Special Education and assigned host-district administrator
    • Support the implementation of MTSS within district(s) of assignment to meet the needs of all students

Occupational Therapist – 0.5 FTE

Position Purpose 
School-based occupational therapists (OTs) use meaningful activities (occupations) to help children and youth participate in the educational activities they need and/or want to do in order to promote physical and mental health and well-being. Using a collaborative model, school-based occupational therapy addresses the physical, cognitive, psychosocial and sensory components of performance. OTs focus on supporting student growth in academics, play and leisure, social participation, self-care skills (Activities of Daily Living (ADLs)), and transition/work skills. The OT’s expertise includes activity and environmental analysis and modification with a goal of reducing the barriers to participation. Occupational therapy is provided through a collaborative model in schools.

Essential Duties

  • Identification, Screening and Evaluation
    • Conduct in-home evaluations and assessments of infants and toddlers, ages birth to three, as deemed appropriate by screening results, medical records or evaluation team decisions
    • Complete informal screening of students whose parents or teachers express concerns regarding a student’s fine motor, sensory, functional or self-regulation needs
    • Conduct school-based evaluations for students ages three through 21 suspected of having disabilities as well as those with disabilities who are currently receiving special education and related services
    • Facilitate procurement and review of appropriate medical records, as applicable
    • Interpret results of motor assessments to determine the effect of fine motor impairments and/or sensory or self-regulation deficits on a students’ ability to learn and access the educational setting
    • Complete relevant portions of evaluation summary reports, including the documentation of evaluation results and present levels, the identification of educational needs, and, when appropriate, additions and modifications necessary to promote adequate progress and access to the general curriculum
  • Service Delivery
    • Develop therapeutic strategies and accommodations specific to the student’s needs
    • Facilitate accommodations and modifications to educational materials, assistive technology, and the instructional environment
    • Incorporate self-regulation strategies to promote readiness for learning
    • Provide direct and indirect OT services to infants and toddlers, ages birth to three, in home setting throughout the calendar year
    • Provide direct and indirect OT services to students ages three through 21 throughout the school year
    • Assist in gathering accurate and timely data related to student progress, regularly review student progress, and assist in making instructional changes when necessary to allow students to make adequate progress and have meaningful and appropriate access to the general curriculum

  • Curriculum and Instruction
    • Provide input on curriculum and instruction development, selection, and implementation as requested
    • Assist in the development and procurement of accessible instructional materials, as needed
  • Consultation and Collaboration
    • Assist in Individualized Education Program (IEP) planning for students with physical disabilities, differences in sensory awareness, and adaptive/functional needs, including attending IEP meetings, providing input on IEP goals related to Occupational Therapy service, and determining appropriate accommodations, modifications, and supports
    • Collaborate on the development of Personal Care Assistant (PCA) Plans of Care for students covered under the Minnesota Health Care Program (MHCP) who require school-based PCA support for Activities of Daily Living (ADLs)
    • Participate in planning and procedural committee meetings at SCRED
    • Advise on the selection of specialized equipment and instructional materials/supplies when the need for Assistive Technology (AT) is identified
    • Monitor the use of necessary equipment to ensure proper functioning as well as consistency and fidelity of use
  • Professional Learning
    • Provide ongoing training to educational teams, including the initial training and ongoing monitoring of the use and care of specialized equipment, curriculum materials, self-regulation, and motor strategies, and environmental modifications
    • Provide required training and supervision of PCAs providing school-based ADL services to students covered under MHCP
    • Facilitate professional learning in areas of expertise to individual student teams, parents, and SCRED and member district staff or other service providers, as requested
    • Develop resources pertinent to occupational therapy services when the need for such resources is identified

The Director of Special Education provides ongoing leadership, coordination, and oversight of the provision of special education services in compliance with state and federal special education laws. The Director of Special Education is responsible for ensuring that students with disabilities have access to free and appropriate education programs in the least restrictive environment.   • Professional Learning
    • Develop the vision for the professional learning program in collaboration with the SCRED Services Coordination Team to ensure alignment with SCRED goals and messaging across service areas
    • Facilitate professional learning in alignment with SCRED’s vision, using effective adult learning strategies on a variety of topics, including due process, special education programming, section 504, and MTSS implementation
    • Convey consistent messaging across SCRED and its member districts to provide clear guidance and critical updates and promote ongoing professional learning
    • Direct the creation of resources and guidance to enhance professional learning and/or provide guidance to member district staff
    • Facilitate and/or participate in various stakeholder meetings, work groups, and networking opportunities
  • Consultation & Collaboration
    • Provide comprehensive and consistent technical assistance on legal and regulatory compliance in the areas of special education, Section 504, and MTSS
    • Consult with Special Services Supervisors and/or school teams regarding challenging student cases and parental disagreements
    • Serve as the lead liaison between SCRED, its member districts, and the Minnesota Department of Education (MDE)

POSITION OVERVIEW:
The School Psychologist is responsible for conducting diagnostic assessments and evaluations to determine special education eligibility and collaborates with all key individuals to determine eligibility and level of service need. The School psychologist provides direct and/or indirect support and interventions to students, consults with teachers, families, and other school-employed professionals to improve support strategies, works with school administrators to improve school-wide practices and policies, and collaborates with community providers to coordinate needed services. Through their work, school psychologists help MAWSECO member districts successfully implement a multi-tiered system of supports (MTSS) framework in order to: improve academic achievement, promote positive behavior and mental health, support diverse learners, create safe, positive school climates, strengthen family-school partnerships, improve school-wide assessment and accountability, and monitor individual student progress in academics and behavior.

QUALIFICATIONS:

  • Licensed or eligible for licensure in Minnesota as a School Psychologist
  • Preferred: Nationally Certified School Psychologist
  • School Psychologist Interns are encouraged to apply
  • Requires a MN driver’s license or evidence of equivalent mobility

MAWSECO is an agency of seven-member school districts (Annandale, Dassel-Cokato, Delano, Howard Lake-Waverly-Winsted, Litchfield, Maple Lake and Rockford) that have joined together to provide services in the area of special education.
