POSITION SUMMARY: The Director of Human Resources is accountable for providing leadership and management for all district Human Resource functions to ensure all actions play a strategic role in accomplishing the district mission and strategic plan. The Director is responsible for essential department functions including recruitment and selection, contract negotiation, interpretation and management of employment contracts, performance management and improvement, employee relations, leadership of the Human Resources team, compensation, organizational planning, staffing, professional development, appraisal, corrective action, policy development, budget development, and compliance with all applicable city, state, and federal laws. PRIMARY JOB FUNCTIONS: 1. Design and implement strategies and procedures for recruitment, selection, and orientation that are customer driven, cost effective, legally defensible, multi-culturally inclusive with a focus on increasing the employment of persons from diverse backgrounds, and provide the staff necessary to fulfill the mission of the school district. 2.Provide Human Resources strategic direction based on the District’s strategic plan and external trends and demographics. Partner with all employees and union leadership to enhance morale and productivity, limit job turnover, and help the District use and enhance employee skills. 3.Review and revise School Board Policies as needed. 4.Lead a team of Human Resources employees matching competencies and job functions to ensure high morale and high productivity in meeting District short-term and long-term strategic goals. 5.Formulate, recommend, and implement Human Resources Policies and Procedures. Protect interest of employees and the school district in regards to District policies, state and federal labor laws and regulations, collective bargaining procedures, including the Minnesota Public Employment Labor Relations Act, (PELRA). 6.Develop and ensure implementation of performance management policies and procedures including job descriptions and employee evaluations. Identify strategic employee development needs and facilitate implementation with appropriate departments. 7.Define all Human Resources products and processes and clarify and align authority/responsibility of Human Resources, department, and building staff within those programs. Ensure necessary education and training to administration and all employees in the implementation of those programs. 8.Manage the Human Resources budget ensuring compliance and correlation between District goals and use of funds. Monitor for effectiveness and cost containment. 9.Lead a culture of customer service and continuous improvement that sets the tone for the District and the department. Consistently evaluate products and services for focus on the customer, efficiency, effectiveness, and alignment with District goals. 10.Ensure Human Resources Information System responsiveness relative to report and data generation in response to state and federal governmental requirements, negotiations requirements, and other needs. 11.Counsel administrators in organizational planning, discipline management, contract interpretation, conflict resolution, career management, and overall management and leadership issues. Coach managers through employee issues in alignment with legal requirements and strategic goals, workplace investigations and potential employee discipline. 12.Negotiate employee disputes and complaints to resolve conflict and facilitate increased morale and productivity. 13.Assist the Superintendent in facilitating change. Create learning opportunities around change and strategic initiatives. Assist leaders and employees in interpreting change and moving toward that change. 14.Draft and review all contracts, labor and other, to be presented to the School Board for approval. 15.Negotiate labor contracts on behalf of the School Board for assigned bargaining groups. 16.Recommend, in coordination with the Superintendent and Director of Finance, applicable economic parameters for negotiations, and recommend proposed modifications to existing labor agreements. 17.Prepare costing models for labor contract negotiations to assure accurate and complete costing of negotiated agreements. 18.Administer labor contracts so as to maintain fair and equitable treatment of employees and to assure compliance with negotiated agreements. 19.Provide contract interpretations to supervisors and employees 20.Develop and present training materials to supervisors on new contracts. 21.When necessary, implement lay off, discipline and termination of employees within applicable legal and contractual parameters 22.Serve as district’s Human Rights Officer 23.Maintain pre-employment, employment, and post-employment personnel records and information including licensure status, renewal credits, and official personnel files according to applicable data retention laws and policies. 24.Coordinate Equal Employment Opportunities training. 25.Other duties as assigned.

College and Career Pathway Counselor
White Bear Lake Area High School is working to develop career pathway opportunities to support students to identify career opportunities in industries that provide promise for future job demand, sustainable wages, and potential for industry-recognized credentials. By linking students to career focused courses and closing the opportunity gap of students completing college credit courses we will better prepare students to be contributing, independent adults. To support the development of this program we were awarded a grant from the Minnesota Department of Education to hire a college and career pathway counselor. The college and career pathway counselor will have two essential requirements. First, they will provide leadership and support to students, teachers, and administrators who develop and maintain our career pathway program. Second, they will manage programming in the counseling office to maintain continuity to support the department, especially in regard to college planning. Supervised by: Principal or designee Department: Counseling Works with: 9-12 counselors (8), College and Career Office Secretary (1 at each campus) Funding: The position is funded by the District and MDE Support our Students Grant. The grant funds the position 3:1 in years. List of duties/tasks to be performed: Career Pathway Leadership and Support Maintain best practice knowledge of school career pathway development and serve as a knowledgeable resource in the development of school career pathways. Serve as liaison to industry representatives to promote partnership opportunities for career pathway courses. Provide career counseling support to career pathway participants by defining goals, monitoring progress, and creating plans for short and long term goal attainment. Develop and maintain metrics to measure success and growth of career pathway programs. Lead and promote the student recruitment process for career pathway courses. Monitor and support students accessing college level courses for the first time. Develop and manage career pathway internship opportunities. Work with administrators and department leaders to develop concurrent enrollment agreements with Century College and other institutions of higher learning. Serve on District World’s Best Workforce Committee. High School Counseling Department AP Coordinator – coordinate testing, communication to teachers, students, families, and professional development opportunities for teachers. Coordinate Evening Parent Sessions – facilitate, schedule and promote post-secondary planning educational opportunities for parents at least five times each year. Coordinate Strive Program and serve as instructor of Strive Advisory – work with Strive, LLC, maintain and teach advisory lesson, incorporating Strive volunteers. Local Scholarship Coordinator – communicate with donors, Foundations, promote opportunities, coordinate selection committees. Manage NCAA Clearinghouse – assure high school courses are reflected properly. Serve as primary communicator. Stay current on trends in post secondary placement and offer support to grade level counselors related to common app, coalition app, changes to FAFSA process, to include admission to highly selective college. Counseling webpage updates – work with counseling department and clerical staff to assure the counseling web page is up to date. Advisory/Ramp Up Coordinator – work with classroom teachers and the counseling department to coordinate and support implementation of advisor materials. Career Event Coordinator – manage career event(s) for students in grades 11-12. Recruit speakers and schedule students.
