SUMMARY: Under executive supervision, provides leadership to maintain financial stability and sustainability; directs and manages the functions of operations; creates and develops efficient processes to enhance a positive internal control environment; assures discipline, accountability, and transparency in the management of MPS resources; assures compliance with MPS policies, and state and Federal laws.

Plans, organizes, and directs the activities of assigned operations functions; directs assigned programs and operations, monitoring the results to assure the Department achieves tactical goals and plans.
Directs the development of solutions for Department issues; monitors operations and assures the quality of the services and work products; leads the development of operational solutions that align with MPS strategic goals and fiscal resources; develops action plans and metrics, and analyzes operational results
Monitors assigned operations controls; assures the quality of operations activities, services and work products; prepares statistical analyses to evaluate trends and status; analyzes information on MPS operations; evaluates needs, and estimates resource requirements; reviews and monitors status reports, and recommends appropriate actions; prepares and presents forecasts; assures effective communication of operations issues.
Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
Serves as a team member of the Superintendent’s Cabinet; participates in District-wide planning, development, and evaluation; provides leadership, direction and guidance in operations strategies and priorities; compiles, evaluates and analyzes data, and recommends solutions; assures the operations activities and procedures are in compliance with all laws, policies, regulations and accounting standards.
Provides leadership, management and direction to assigned staff; identifies opportunities to institutionalize prudent operations management practices; organizes operational priorities to assure proper management; develops efficient and accountable operations infrastructure in MPS practices and policies; manages assigned staff, and assigns tasks, programmatic responsibilities, and projects; evaluates performance, resolves workload and technical issues, and ensures that goals are defined and achieved.

Provides advice and assistance on issues, interprets policies and procedures, and assures the consistent interpretation and application of Federal, state and MPS rules and regulations.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines: Master’s Degree in Business or Public Administration or related field; AND seven (7) years of management level facilities, construction and operations experience in a large organization; OR an equivalent combination of education, training and experience as determined by Human Resources.

LICENSE AND CERTIFICATION REQUIREMENTS: A valid Minnesota State Driver’s License is required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
