Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of research and trends in teaching and learning styles, as well as teaching and learning strategies to meet a wide range of student learning styles and abilities.
Knowledge of, and the ability to use, special education due process system, including timelines and due process paperwork.
Strong interpersonal skills to include the ability to work effectively with teachers, parents and students from diverse backgrounds.
Excellent organizational and leadership skills.

Responsibilities
The essential job functions include, but are not limited to, the following fundamental duties:

Support the State of Minnesota Graduation Standards and content area packages to promote curriculum in the school.
Provide occupational therapy screening assessment to students being evaluated for special education or receiving special education. Use Minnesota Department of Education guidelines for Occupational and Physical Therapy for decisions regarding service provision.
Provide intervention, including direct treatment, consultation and follow-up to students, birth to 21 years of age, determined to be in need of education-based occupational therapy. Assist team in determining specific, reasonable and appropriate educational plan including goals and objectives. Measure intervention outcomes through periodic monitoring and data collection.
Counsel students and their families/care givers and other service providers in areas related to occupational therapy screening, evaluation and intervention; make referrals when appropriate.
Select, prescribe, and provide services supporting effective use of assistive technology devices.
Serve as case manager when appropriate and advocate for students.
Collaborate with other professionals. Use communication skills that take into consideration educational and occupational therapy needs and cultural values of others.
Contribute to the District’s inclusive workplace efforts by fostering a safe, welcoming and respectful environment.
Document services for accountability and related billing requirements.
Perform other related duties as assigned.

Pay, Benefits & Work Schedule
This is a 10 month position working 40 hours per week.
Salary and benefits are in accordance with the Teacher negotiated labor agreement. The labor agreement and salary schedule can be found at Labor Agreements – Saint Paul Public Schools (spps.org). The minimum rate of pay for this position is $49,181 annually.
Benefits are available to new employees after 30 days of active employment. Benefits include medical insurance, life insurance, sick leave, pension plan, tax-free retirement account, and flexible spending account. Position Summary
The TOSA-OSS Coach will provide training, coaching, and support to special education teachers to improve outcomes for students receiving services in special education. The OSS Coach also works with licensed staff to ensure due process compliance procedures are followed.

Minimum Qualifications

A valid MN special education teaching license issued by the Minnesota Department of Education.
Three years of successful teaching experience in special education.
Three (3) years of experience in special education, or as a trainer/coach, program liaison, facilitating or providing educational staff support.

Preferred Qualifications

Master’s degree in special education, curriculum and instruction or a related field.
Experience in creating and providing professional development for teachers and staff.
Five or more years of experience in special education, or as a trainer/coach, program liaison, facilitating or providing educational staff support.
Experience with racial equity in a PreK-12 education setting that supports students from birth to age 22.
Responsibilities

The essential job functions include, but are not limited to the following fundamental duties:

Provide coaching/mentoring services to include delivering model teaching, mentoring, coaching, facilitation, direct observation, demonstration and consulting, and providing resources and support as needed to non-tenured teachers and teachers on plans of improvement.
Design specific professional development offerings to improve the delivery of services and instruction to students receiving special education services and improve the achievement of students receiving special education services.
Work closely with other special education lead resource teachers and special education and regular education administration to design and deliver support on curriculum and classroom management strategies.
Use current, relevant, proven education research-based training strategies to coach/mentor staff.
Collaborate with staff to formulate procedures, planning, and programming that responds to the needs of staff and students receiving special education services.
Coordinate the evaluation of the mentor program effectiveness and report results to the Director of Special Education.

Minimum Qualifications:Licensed as a Director of Special Education in Minnesota.
Education: Commensurate with license requirements.
Minimum of three years experience in the field.
Preferred Qualifications:Licensed as School Principal preferred.
Knowledge, Skills, and Abilities include:Organizational, supervisory, and management abilities;
Communication skills including writing, speaking and listening;
Ability to work with parents, community groups and diverse local, regional and state agencies;
Ability to coordinate program implementation, develop program improvement, initiate action, render recommendations and evaluate programs;
Ability to organize time, set priorities;
Ability to apply principles of supervision in the evaluation of staff performance;
Ability to inform others in planning and decision making;
Ability to plan and carry out long range planning for in-service training and program improvement;
Ability to establish personal and department goals and manage work effectively;
Skills in problem solving.
