This position will provide leadership, development, implementation and evaluation of comprehensive Early Childhood and Family Education programs and services; and provide a comprehensive continuum of programs to support the healthy growth and development of families and children birth to pre-kindergarten through successful collaboration within the district and the community as a whole. [Programs for which accountable include, but may not be limited to: Early Childhood Family Education, Voluntary Pre-K, School Readiness, Pathway II Scholarship, Early Childhood Screening and Early Childhood Special Education] Job Responsibilities *Establish, administer, and evaluate annual budget for all Early Childhood programs including state and local funding for ECFE, School Readiness, Pathway II scholarships, Early Childhood Screening and fee based preschool and child care. *Research and prepare grant applications for supplemental funding or other resources to expand opportunities. *Review budget reports and meet with accounting department at regular intervals to effectively monitor individual program budgets. *Set program fees in alignment with state requirements and monitor budget expenditure on a regular basis. *Plan, develop and determine course offering and content. *Develop, implement and maintain procedures to meet reporting requirements for state and federal funding and grants. *Identify local needs and develop solutions to meet those needs. *Manage program facilities, supplies and equipment. *Create policy language for programs. *Maintain reports and records. *Implement and monitor data collection. *Assure compliance with district, state and federal policies. *Provide leadership for the program and professional development for all Early Childhood Programs. *In partnership with building principals, select, train, supervise, and evaluate licensed and non-licensed staff, volunteers and support staff. *Provide work direction of employees within Early Childhood Programs. *Approve payroll, expenditures and staff scheduling. *Resolve conflicts involving staff and/or parents. *Plan content and conduct regularly scheduled staff meetings. *Create, lead and provide for Continuing Education professional development opportunities for licensed and non-licensed staff. *Create job postings and materials to attract, retain, and train candidates/employees qualified. *Provide mentoring and coaching opportunities . *Participates in weekly Professional Learning Communities (PLCs). *Direct and monitor the application of early childhood curricula based on best practice. *Partner with teaching and learning to align early childhood curricula and instruction. *Oversee the implementation of approved assessment tools. *Regularly evaluate selected curricula and assessment tools to determine effectiveness of implementation and impact on student growth. *Analyze evaluative data and staff feedback to determine professional development needs. *Partner with Community Education Director to create a seamless point of entry and outreach for all residents of Richfield with access to registration, information, and referral. *Meet with city, county and collaborative stakeholders as required. *Work with social service organizations to collaborate on program services and allocation of resources. *Establish and guide Early Childhood Advisory Council. *Establish and maintain partnerships with relevant agencies and organizations. *Provide opportunities for administrators and public to view programs. *Collaborate with other district personnel for student support. Knowledge, skills & abilities *Knowledge of best practices in early childhood and family education programs and services. *Knowledge of and ability to work with early learners. *Skilled in problem analysis, data collection and problem solving. *Excellent oral and written communication skills. *Excellent interpersonal relationship skills. *Proficient in creating and maintaining budgets. *Ability to make decisions and act within the district and program policies, procedures and guidelines. *Ability to meet the needs of diverse learners, deal with classroom management, and paperwork. *Ability to work as a team member. *Ability to make formal presentations and effectively present information and respond to questions from administrators, teachers, other district employees, students, and the general public. *Ability to organize, direct and administer programs and personnel.
