Finance and Medical Assistance Billing

DESCRIPTION AND DETAILS:
The Finance and Medical Assistance Billing will perform financial functions within the organization, ensuring accuracy and compliance across processes. This includes handling billing, collections, data entry, account maintenance, payroll, and reconciliations. The Finance and Medical Assistance Billing will also provide essential guidance to stakeholders on financial protocols, assist in audit preparations, and support the maintenance of accurate and confidential financial records.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Financial Data & Revenue Collection:

Maintain, bill, collect, and enter financial data into SEDRA, MEGS, and G5.
Prepare data verification reports for federal expenditure and ensure accurate and timely reporting.
Monitor program expenditures for accuracy and compliance.

Grant & Accounting Support:

Assist departments with accounting questions related to grants, including Special Education and Title programs.
Prepare invoices, manage accounts receivable, and process payments for district programs.
Prepare monthly donation reports, reconcile food service deposits, and handle nonsufficient funds (NSF) checks.

Accounts Receivable:

Manage vendor relationships and update vendor records.
Maintain records, ensuring timely and accurate payments.
Prepare and send invoices for revenue collection, and manage uncollectible accounts.
Reconcile monthly deposits (e.g., food service, donations).
Assist with preparing and submitting monthly sales tax returns.
Assist with 1099 preparation.

Financial Reporting & Compliance:

Prepare and maintain various financial reports for internal and external stakeholders (e.g., UFARS, IRS).
Ensure compliance with applicable financial laws, policies, and procedures.
Support audit preparations and assist with financial statement preparation.

Third Party Billing:

Train departments on third-party billing procedures.
Perform monthly background checks on providers as required by DHS.
Report all hours and services provided to MN DHS annually.
Work with the Health Services Coordinator to ensure health plans meet third-party billing regulations.
Create time study documentation, train PCA’s for certification, and manage PCA care student lists.
Verify provider logs, ensuring accuracy and completeness of student information, documentation, and claims for DHS submission.
Assist with Local Collaborative Time Study (LCTS) reports and attend LCTS meetings.

Other Duties:

Assist with special projects as needed.
Attend training sessions and workshops to stay current on financial practices and regulations.
Perform additional office tasks as assigned.
Other duties as assigned by the Controller and/or Executive Director of Business Services.

Community Education Program Manager

Job Summary:  To inspire and prepare all students with the confidence, courage and competence to achieve their dreams, contribute to community, and engage in a lifetime of learning.  Position will be part of the Community Education leadership team, and will be initially placed with our Enrollment Center team.  Other program areas in the future could be included in this work based on program and system needs.

Duties Include:

Assist with the overall leadership and development of multiple program areas- emphasis will be placed on Enrollment Center Management during the 1st year, with some opportunities to support other Community Education programs.
Assist with recruiting, training, and supervising non-licensed staff
Support the continued development and implementation of a enrollment center process and procedures
Assist with development, implementation, and reporting on various components of the overall enrollment process (magnet programs, lottery, etc.)
Manage data and communication with internal and external stakeholders.
Collaborate with Community Education leadership around budget
Willingness to learn and provide leadership in multiple program areas that may vary based on time of year or program needs.
Willingness to be flexible in supporting multiple program areas potentially at one time, and will need to have the ability to prioritize work needs.

Qualifications:

Bachelor’s Degree required, areas of study to include Education, Business Administration, Park and Recreation, and/or related fields
Must possess excellent written and verbal communication skills, computer skills, collaboration skills and the ability to work effectively with diverse groups of people.
3+ years of supervisory experience

Schedule: In order to best meet the needs of our customers and our staff team, core hours and working location will be developed upon hire and may flex based on program need or time of year.  Primary office location is the Northwest Family Service Center 7051 Brooklyn Blvd, Brooklyn Center MN.    This is a salaried position.  Occasional evening,  weekend, or extended hours will occur.

Under the direction of the District Controller, the Accounting Administrative Support (Accounts Receivable) position is responsible for auditing and processing cash receipts, student activity accounts, and accounts receivable invoicing.
Responsibilities and tasks include:The essential functions of this position include, but are not limited to, the following fundamental job duties:

Maintains district accounting systems and monitoring various revenues and receivables
Utilizes accounts receivable knowledge to support other departments
Verifies and processes the collections of money, insuring they are appropriately deposited and reported
Student fees/meals tracking and monitoring
Banking related transaction tracking and reconciliation
Manages student activity accounts to ensure compliance with MDE Manual for Activity Fund Accounting (MAFA)
Assists with annual audit entries
Performs cash audits at district sites
Prepares invoices for goods and services
Scanning and indexing using a document management system
Delivering customer service that embodies the district mission
Compiling statistical data
Performing other comparable duties of a like or similar nature as assigned
Minimum qualifications include:

High school graduate
Knowledge, skills, and abilities include:

Attention to detail and accuracy
Knowledge of accounting, accounts receivable concepts, processes, and terminology
Excellent computer skills in Microsoft products, specifically Excel and ability to learn new program applications quickly
Ability to analyze and create data reports
Ability to work independently with minimal supervision
eFinance Plus software experience preferred
Ability to manage multiple tasks
A general knowledge of school operations
Ability to exercise good judgement, initiative, and ingenuity
Experience working with diverse populations; and the ability to work effectively with people from various backgrounds and cultures
Ability to interact with people in a professional and effective manner
Ability to work successfully in a team setting
Preferred qualifications include:

Advanced business school classes in accounting preferred.
3-years of previous experience in the areas of accounts receivable and accounting preferred.

Special Education Accounting Finance Specialist

This position is responsible for understanding, interpreting and implementing procedures for collecting and reporting the data for students and teachers in special education. The accuracy of the data collected and stored has a direct impact on enrollment projections and state and federal funding for the District of approximately $12 million. Position is responsible for EDRS, SERVS and MOE and must maintain ongoing relationships with School staff, the Technology Department, the Finance Department, other Minnesota Districts as well as the Minnesota Department of Education staff and must stay abreast of the ever-expanding and more complex record-keeping requirements for all students and staff that the District serves in the area of special education.
