Description:  ISD 191 is a suburban Minneapolis system of 8,500 students comprised of the communities of Burnsville, Eagan, and Savage. Essential Job Functions

License / Education Requirements:  Minnesota special education teaching license(s).  Highly qualified in a core academic area(s) or can be certified highly qualified.

Job Responsibilities:  The licensed Special Education teacher works  to support the development and implementation of the building/program’s special education services. The teacher serves as a resource for their special education students with strong relationships, evidence-based instructional practices and targeted intervention.

Finance Specialist

Job Summary:
The finance specialist gathers information and prepares budget and actual applications and financial reports for federal and state special education funds.  This person also maintains other District federal, state and local grant funds which may include Title programs, Alternative Delivery of Specialized Instructional Services (ADSIS), Third Party Billing, Access to Career and Technical Education for Students with a Disability (ACTE-SPED), Local Collaborative Time Study (LCTS), integration and achievement aid.

Essential Functions Of The Job Include The Following:
– Coordinate and update data required for state and federal reporting according to applicable laws, statues and rules, board policies and generally accepted accounting principles.

– Prepare various state and federal program reports required by law or requested by Minnesota Department of Education (MDE) as well as other agencies which include governmental accounting standards, Uniform Financial Accounting and Reporting Systems (UFARS).

– Prepare year-end accounting reconciliations/ Oversee and maintain bookkeeping system of state and federal expenditures and report to MDE using State Education Record View and Submission (SERVS), Special Education Data Reporting Application (SEDRA) or other data reporting systems as required.

– Maintain and assist with reporting students via the Districts student system and  Minnesota Automated Reporting Student System (MARSS).

– Create and maintain a system for tuition agreements and billings with other school districts as well any other service agreements/bills with outside agencies.

– Quarterly updates with Director of Special Education and Finance on special education revenue projections.

– Assists with all year-end audit procedures related to calculation of state and federal receivables, tuition receivable/payable and account reconciliations.

– Assist Director of Special Education with staffing, licensing, and other areas of budgeting state and federal funds.

Other Functions Include But Are Not Limited To The Following:
– Special projects and other duties as assigned.
