Intermediate District 287 is looking for qualified candidates for a district-wide Human Resources & Labor Relations Senior Manager position in Plymouth, MN!

Intermediate District 287 is a west metro district for learners with unique needs.  As an intermediate district, we provide specialized services, primarily setting IV special education, to students from 11 member districts in the west metro.

What You’ll Do:

  • Provide advice and assistance to supervisors and District leaders regarding talent/performance management, including documentation and drafting of performance improvement plans, letters of direction and disciplinary documents;
  • Conduct investigations and produce legally-defensible investigation reports;
  • handle grievances, accommodation requests, interactive processes, exit interviews, data practices requests, government reports, and unemployment hearings;
  • facilitate meetings;
  • collect and analyze data; and
  • create and present resources and trainings.
  • This position will also be lead negotiator, a member of, and/or primary support to the District’s negotiations teams.

Knowledge, Skills, and Abilities:

  • Considerable knowledge of:
    • the current standards, practices, and techniques of human resource administration;
    • the basic principles, practices and techniques of workforce management;
    • labor agreements and collective bargaining;

Essential Functions:
The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties:

  • Serve as a technical expert on human resource issues to District administrators and supervisors, and interpret labor agreements, the Employee Handbook, Ten Expectations for Staff, and policies, procedures, and applicable laws in order to respond to verbal and written inquiries from District administrators and staff;
  • Perform thorough and fair investigations relating to discrimination complaints, misconduct or other related claims or issues; prepare legally-defensible reports of investigative findings, credibility assessments, and conclusions;
  • Gather and analyze information and participate in creating strategy for collective bargaining, grievances, mediations, arbitrations, and responses to MDHR and EEOC complaints;
  • Review new legislation, rules, and guidance documents relating to employment and labor relations and ensure that necessary changes are made to District policies, human resources procedures, communications, the employee handbook, essential trainings, District expectations for employees, labor agreements and/or employment guides;
  • Advise and assist administrators with performance management issues, including employee coaching and documentation of non-disciplinary actions, and draft legally-defensible letters of direction, reprimands, performance improvement plans, and notices of disciplinary actions;
  • Recommend new approaches, policies, and procedures to effect continual improvements in the efficiencies of the HR department and services provided;
  • Assess professional development needs and create resources and training for administrators, supervisors, and staff; present/participate in presenting trainings;
  • Establish and maintain positive and collaborative relationships with labor union representatives; respond to inquiries in an accurate and timely manner, taking into account principles of equity, District strategic plan/priorities, and centering student needs;
  • Serve as lead negotiator, member of the negotiating team, and/or primary support to negotiating team in collective bargaining; soliciting input on contract changes, providing data, analysis, and recommendations related to subjects for bargaining;
  • Effectively facilitate HR and Labor meetings, such as Meet and Confer;
  • Assist with or handle accommodation requests and interactive processes, exit interviews, unemployment insurance hearings, data practices requests, and government reports and data collection;
  • Consult on workforce actions such as layoffs/non-renewals and terminations;
  • Perform special projects as needed; and
  • Perform other duties as assigned.

CLSD Literacy Coach – High School

1.0 FTE Teacher on Special Assignment (1 year commitment).  This position is funded through the Comprehensive Literacy State Development grant through the Minnesota Department of Education. This grant and its requirements are active through the 2023-2024 school year.

A literacy coach builds the capacity of Tier 1 (core) classroom teachers to close the literacy achievement gap by supporting teachers’ capacity to implement best practice instruction, increasing student engagement, and improving student academic achievement.
This support will take place in a variety of ways:Job Embedded Coaching and Professional Development
Effective literacy coaches spend 80% of their time working directly with teachers to enhance teacher practice and improve student learning through coaching on evidence-based practices. They make effective use of their time by using a multi-faceted approach to coaching to carefully determine what types of coaching can be done effectively with large groups, small groups, and individual teachers.Instructional Literacy Leadership
Effective literacy coaches are integral members of leadership teams at the school and district level. Literacy coaches serve as literacy leaders within their schools by working with administrators and other teachers to establish a school-wide literacy vision, aligning instruction to state academic standards, analyzing data, and helping teachers use the data to make instructional decisions. Coaches are routinely expected to develop and lead large group and small group professional learning. Collaboration
The instructional coach teams with administrators, other coaches, the Family Literacy Specialist, and classroom teachers in a collaborative, reflective relationship to enhance instructional capacity and maximize student learning. On occasion, other teachers or specialists (like interventionists) may be included in professional learning teams, but the coach’s primary role is to support classroom teachers delivering core instruction using evidence-based practices. Serve on school committees that focus on literacy-related and student achievement issues, including being a member of the intervention and student support teams
Develop, refine, and manage the school’s literacy goals and site plan
Apply principles of adult learning theory when working with teachers
Analyze data and guide data-driven decision making with teachers and leaders
Serve as a liaison between the district and school by attending district-level meetings/workshops and sharing the information with the appropriate stakeholders
Provide grade level/team level professional development on evidence-based practices
Reflect on coaching practices and engage in continuous improvement to meet the diverse needs of teachers
Advocate for equity to identify the instructional practices that will help teachers meet the needs of all learners, especially underserved students

Multilingual Teacher

  •  1.0FTE Southwest Middle School
  • The position would be a team teaching position in four sixth grade reading classes and one seventh grade ELA class.   A person licensed with ESL or ELA would be preferred, but not required.  This person would work closely with their team teachers as well as the other ESL teacher at Southwest.

  • ESL or ELA Licensure Preferred
