Third Party Billing and Due Process Specialist
Effective immediately, the Human Resources Department will accept applications for the position of Third Party Billing and Due Process Specialist in the District Office for the 2023-24 school year. This 10-month position supports all buildings and works 6.5 hours per day plus half hour duty-free lunch, Monday – Friday. The rate of pay is $20.16 per hour, based on the 2021-23 Master Agreement between SSP #6 and Local No. 7312, Educational Support Professionals. This position reports to the Director of Student Services.
Job Summary
Coordinate third party billing process for the district, provide training to special education staff on third party billing requirements and compile necessary reports.
Job Functions
Manage, update, maintain and submit third party billing documents and records to the appropriate agencies.
Assist Special Education teachers and families in understanding and implementing necessary third party billing procedures.
Provide training to new and existing Special Education staff on third party billing requirements and processes in order to assure continued compliance with state and federal requirements.
Assist Special Education teachers in assuring the occurrence of required clinical supervision for third party services.
Coordinate the collection and dissemination of records for third party billing purposes.
Obtain and maintain physician orders for PCA services.
Obtain and maintain letters from private insurers to determine the availability of private reimbursements.
Create documents and forms necessary to expedite the collection of third party revenues.
Provide monthly reports to the Director of Student Services.
Regularly review service logs to assure quality record keeping and accuracy.
Maintain positive relationships with staff, families and agencies to facilitate growth in third party revenues.
Provide Department of Human Services with documentation necessary to set appropriate service rates.
Complete a yearly report for “settle up” by June 15 each year.
Attend local and state level training to continually increase knowledge base for third party responsibility to assure district compliance with state and federal regulations, and to continually pursue revenue opportunities via Minnesota Health Care Programs (MHCP).
Cultivate and develop inclusive and equitable working relationships with all students, staff, families and community members.
Support the work of the Special Education departments in schools through customer and due process support.
Assist IEP case managers with the scheduling of IEP team meetings; manage and maintain the building special education timeline electronic calendar. Manage room assignments for meetings and/or testing with front office staff.
Maintain the building special education master caseload spreadsheet; regularly inform IEP case managers of current status of caseload (timelines).
Maintain special education files.
Assist in requesting and acquiring school records for students new to the district.
Disseminate due process correspondence and paperwork in accordance with Pupil Data Privacy regulations and procedures.
Begin Sped Forms due process record by picking up the record and/or adopting the existing IEP.
Collaborate with district support staff to ensure due process is complete.
Process documents, complete filing, finalizing and mailings of required documents.
Adhere to staff and program guidelines and district procedures and policies.
Demonstrate prompt, regular and reliable attendance.
Other duties as assigned.

ESSENTIAL POSITION FUNCTIONS:
● Provide leadership in the development, coordination, implementation and
evaluation of programs for students receiving special education services with a primary focus on Birth through Grade 5.
● Oversight of Early Childhood Special Education programming including hiring, evaluation and management of staff.
● Attend district and regional Pyramid Model meetings along with provide staff ongoing support and training around Pyramid Model.
● Provide support and guidance to the Early Childhood Special Education Lead Teacher.
● Provide guidance and support for Pre-K through Grade 5 in the creation and maintenance of effective safety response teams in regard to student behavior. This includes being trained in Professional Crisis Management (PCM) and Handle With Care (Pre-K).
● Collaborate with district and building leaders on programming for students with
behavioral needs Pre-K through Grade 5.
● Facilitate homebased/homebound requests and placements for students with Individual Education Plans Pre-K through age 22.
● District representative for Pre-K and elementary on district MTSS leadership team (Tier 2 and Tier 3 interventions and supports).
● Provide technical support and ongoing training for staff with SpEd Forms, Schoology, Education Modified.
● Provide training and ongoing support for special education staff regarding online learning platforms such as VPort (supplemental math), Read 180, Really Great Reading, Benchmark, Math Expressions, etc.)
● Coordination of Extended School Year (Pre-K-22) June-July.
● Coordination of McKinney Vento programming (Pre-K-22) including working with staff on identification and resources available for families experiencing homelessness.
● District contact for students who are in foster care placements (Pre-K-22) including coordination with the county and completing state reports.
● Manage enrollment process for students with IEPs from inquiry to enrollment and IEP team action for Pre-K through Grade 5.
● Communicate and consult with teachers regarding instructional programming for students with disabilities or other special needs.
● Assist in writing evaluation reports and Individualized Education Plans.
● Interpret issues together with leadership relating to the following: special education due process procedures; compliance with state and federal laws; educational programming for students with disabilities; identification of students with disabilities.
● Routinely review IEPs for compliance.
● Communicate directly with parents, as needed in collaboration with building principal and lead teacher.
● Develop a working knowledge of curricular options, and how they can be adapted and implemented to meet specific student needs; introduce new ways of supporting students with special needs.
● Provide supervision to special education staff as assigned by Director of Student Services
● Work with Child Study teams Pre-K-Grade 5 in developing, implementing, and evaluating proper Child Study procedures.
● Serve as a building level resource to principals, and lead teachers concerning special education issues.
● Negotiate, conciliate, and mediate conflicts unresolved at the building level to assist in successful programming for students Pre-K-Grade 5.
● Attend and consult with district wide specific disability area service providers (i.e., speech clinicians, motor team, and assistive technology).
QUALIFICATIONS:
● Minnesota Administrator license and/or Director of Special Education license required.
● A Master’s degree in Special Education or related Special Education field preferred.
● Knowledge or interest in Early Childhood Special Education/Pre-K programming is preferred.
● Minimum of three (3) years of teaching or supervisory experience within Special Education.
● Demonstrates successful skills in organization, leadership, communication, and collaboration.
● Knowledge of Federal, State, and local policies, procedures, rules, regulations and laws related to assignment.

WORK ENVIRONMENT/REQUIREMENTS:
A. Working Conditions: Must be willing and able to work in the following conditions:

actions continuously: sitting, walking, using hands dexterously, talking, hearing. The
employee will perform the following actions occasionally: lifting and carrying up to 25

employee must be willing and able to clean up bodily fluids in accordance with safety

C. Work Hours and Schedules:
1. Work hours are primarily daytime hours with some evenings for meetings and/or conferences.

TERMS OF EMPLOYMENT:
12-month position beginning August 1, 2023.
SALARY AND BENEFITS: Salary range will be $105,000-$110,000 commensurate with experience and qualifications. This contract has a competitive paid benefits including – but not limited to – group insurance coverage, vacation, sick leave, and holidays.

Required qualifications:
- Bachelor’s degree in an education field or able to get a Tier 1 license through PELSB (4 year degree required)
- Licensed by the State of Minnesota to teach Social Studies grades 9-12 or ability to obtain a Tier 1 license.
