Community Education Program Manager –  12 Month, 225 day Contract

Job Summary:  To inspire and prepare each and every scholar with the confidence, courage and competence to achieve their dreams; contribute to community; and engage in a lifetime of learning.  Position provides support to our Community Education programs , with a focus on facilities scheduling.

Duties Include:  Assist with the overall leadership and development of multiple program areas- emphasis will be placed on Facilities Scheduling Management.
Assist with recruiting, training, and supervising non-licensed staff.
Gather data, conduct program assessments, and prepare essential reports as it relates to programs and facilities.
Support the continued development and implementation of a marketing and outreach plan based on community needs.
Budget management and forecasting to help set program rates and cover program expenses.
Assist with development, implementation, and reporting of program initiatives.
Manage data and communication with stakeholders.
Monitor program revenues and expenses.
Establish and maintain effective relationships with district personnel, permit holders, partner community organizations and other external groups to support program development, innovation, and improvement.
Examine operations and procedures, recommend policy and develop and implement new strategies and procedures for programs.
Develops training plans and materials for all staff.
Understand and ensure compliance with rules, regulations, and laws applicable to work.
Provide on call services as necessary to support staff when addressing permitted activity facility use.

Minimum Qualifications: Bachelor’s Degree required, areas of study to include Education, Business Administration, Park and Recreation, Theater Management, and/or related fields.
One to three years of supervision of staff in educational/community education setting or similiar required.

Preferred Qualifications:3+ years of supervising Community Education programs and staff preferred.

Knowledge, skill, and abilities include:Must possess excellent written and verbal communication skills, computer skills, collaboration skills and the ability to work effectively with diverse groups of people.
Extensive customer service and conflict management experience.
Knowledge and application of facilities scheduling.
Extensive knowledge of hiring process and procedures.
Ability to interact effectively with people of diverse educational, cultural, ethnic, and socioeconomic backgrounds.

Schedule: In order to best meet the needs of our customers and our staff team, core hours and working location will be developed upon hire and may flex based on program need or time of year.  Primary office location is the Educational Service Center, 11200 93rd Ave N, Maple Grove, MN 55369.  This is a salaried position.  Occasional evening and weekend hours will occur.

Job Title: Director of Human Resources

District Overview: School District 197 serves the communities of Eagan, Inver Grove Heights, Lilydale, Mendota, Mendota Heights, Sunfish Lake, and West St. Paul.  The student body is highly diverse racially, linguistically, and socioeconomically.  With approximately 5000 students, it is large enough to offer a comprehensive and rigorous program of academics and activities and small enough to have a strong sense of community and personalization.  The broader community takes a lot of pride in the district and provides tremendous support.

Job Summary:  The Human Resource Director plans, directs, develops, and administers all aspects of human resources, labor relations, and payroll/benefits for the district. This includes, but is not limited to, the oversight of recruitment, selection, performance management, and staff retention.  The director serves as the chief negotiator with labor unions and provides contract interpretation. The director provides consultation, resources, and advice to administration and principals regarding human resources or employee relation issues, problems, or concerns.  Throughout these responsibilities, the director promotes harmonious relationships through collaboration, open communication, and excellent customer service.

Primary responsibilities include, but are not limited to, the following.

HR Oversight: Supervise all areas of human resources including employee relations, benefits and insurance, payroll, recruitment and selection, performance management, substitute management, job evaluation, and compensation/pay equity.

HR Policy/Procedure Development: Formulate, recommend, and implement Human Resources policies and procedures. Protect the interests of employees and the school district in regard to district policies as well as state and federal laws and regulations.

Contract Negotiations: Serve as the chief negotiator with all employee groups.  Consult with the Superintendent and School Board regarding financial limitations, and recommend tentative agreements for School Board approval.   Implement, administer and interpret labor contracts and coordinate grievance decisions and arbitration processes.

District Self-Funded Insurance Program: In collaboration with the finance department, oversee the self-funded insurance program including facilitation of the Labor Management Committee.

School Board Recommendations: Attend School Board meetings and present policy and administrative recommendations on various human resources issues.

Administrator Support: Provide human resources support and oversight to principals and other administrators. Provide administrative review and recommendations for tenured teachers in need of assistance.

Full-time Health and Safety Manager

Job Description: The Health and Safety Manager is responsible for implementing all procedures that are applicable to the district in connection with environmental, health and safety matters. The manager will provide support to Faribault Public Schools as a focal point on activities related to environmental, health and safety planning and preparedness – internal and externally.   This position is for 260 days per year. Salary will commensurate with experience and qualifications.

ESSENTIAL FUNCTIONSManage all environmental, health and safety related issues which include all health recommendations for staff and students (including Pre-K, K-12, Adult Education, and Community Education programs)
Train staff annually and as needed on subjects relevant to mandatory policies and outside agencies.
Lead efforts for evacuation plans and set up annual trainings; fire drills and maintain escape routs, Fire Marshall and OSHA checks, severe weather drills, etc.
Perform monthly audit of equipment and resources; AED, eyewash stations, emergency lights, etc.
Collaborate with administration to cultivate pandemic response culture; serve as the district level pandemic response subject matter expert.
Collaborate with district administration on effective and safe cleaning strategies; ensuring that all facilities are safe and healthy for staff, students and families.
Instruct on the appropriate use of personal protective equipment (PPE) such as gloves, goggles, face shields, face masks for the activity being performed.
Coordinate and maintain PPE equipment inventory; daily checks of inventories to promptly address any shortages of cleaning supplies, including washing stations, soap and/or hand sanitizer.
Appraise and implement new environmental, health and safety regulations as they relate to district operations.
Perform internal checks for lead in water, indoor air quality and asbestos concerns.
Participate in the districts advisory committees as they pertain to position.
Collaborate for general workers compensation efficiencies.
Execute community outreach to form partnerships for funding and or grants to enhance health and safety of the district.
Coordinate actions as a result of students and/or staff as they relate to environmental, health and safety concerns.
Develop and enforce district protocol to determine when staff and/or students may come back to school.
Create and manage plans for students and staff to occupy healthy and safe buildings.
Monitor plans and make suggestion to the superintendent and or director of buildings and grounds for improvements; create, manage and review site specific pandemic compliance programming.
Post, in areas visible, hygienic practices and physical distancing recommendations; including materials from MDH, MDE, CDC.
Serve as the internal incident manager, ensuring that emergencies and injuries are properly managed.
Any other duties in connection with environmental, health and safety matters.

Dean of Students

Basic Functions: Under the direction of the Principals, the Dean of Students will serve as a district leader in the planning, coordination, and administration of school activities and programs, including curriculum and instruction, supporting student discipline, proactive behavior management strategies (PBIS), instruction, assessment, student conduct and attendance, athletics and extracurricular programs, school operations, and the supervision of assigned personnel.

Essential Duties and Job Expectations:

●     Assists in the development, implementation, and evaluation of school based programs that address the needs of at-risk students.

●     Performs a variety of administrative duties to assist the Principals in managing the schools.

●     Assists the Principal in providing support for students, including social-emotional, mental health, disciplinary, and behavioral programming, including restorative practices.

●     Supports the supervision, training, and scheduling of paraprofessionals.

●     Develops and administers disciplinary procedures in accordance with district policies and state laws; receives referrals and confers with students, parents, teachers, community agencies, and law enforcement; responds to and resolves parent, student, and staff concerns in a student-centered manner.

●     Assists in supervision of students on campus before and after school; monitors students during lunch, recess, passing periods, and other activities; instructs students in appropriate behavior and enhances PBIS practices.

●     Monitors and organizes attendance functions; prepares letters, calls parents, and attends meetings as needed, regarding absent or tardy students; provides leadership for attendance improvement efforts.

●     Participates as needed in Individual Educational Plan meetings and MTSS Student Teams.

●     Collaborates with school staff and/or personnel from outside agencies for programming outside of the school day.

●     Supports supervision of extracurricular activities and fine arts, including evening activities, as assigned.

●     Supports other duties as assigned.

The ideal candidate should have the ability to develop and execute long term goals and objectives; make administrative decisions in accordance with applicable laws, ordinances, regulations and school system policies and procedures; organize workflow and coordinate activities; make oral presentations before large or small audiences; research data and compile narratives or reports from information gathered.
