Special Education Resource Teacher – Hastings High School, STAARS Transition Program at Hastings High School (Ages 18-22)

Position Purpose

Under the supervision of the School Principal and Director/Supervisor of Special Services, the Special Education Teacher will work to maximize the learning experience of students with special needs, in academics, social skills and other needs identified by the IEP team while implementing district approved curriculum; document teaching and student progress/activities and outcomes; address students’ specific needs; and provide a safe and optimal learning environment.

 

Compensation/Benefit Information:

Salary Range per the 2023-2025 Teacher Master Agreement $46,143-$82,658

Qualifications:

Required Certification: Minnesota Certification as a Special Education Teacher.
Preferred Certification:  K-12 Minnesota licensure in one of the following licensure domains:  Specific Learning Disabilities (SLD), Emotional Behavior Disorders (EBD), Autism Spectrum Disorder (ASD), or Academic Behavior Strategist (ABS)
Education:  Bachelors degree from an accredited college or university in education discipline applicable to teaching assignment.
Become and maintain certification in Crisis Prevention Intervention (CPI), training provided by the district
Successful prior special education teaching experience for the appropriate grade level and disability domains preferred.
Essential Functions

Leads and directs the implementation of students’ Individual Education Programs (IEPs) and behavior management plans, including leadership and communication with regard to problem solving and proactive behavioral planning.
Conducts assessments, testing, and diagnostic examinations of students for the purpose of identifying learning issues and recommending courses of action or corrective procedures to overcome issues and maximize learning, including Functional Behavioral Assessments.
Participates in Child Study Review Team discussions and assists in developing IEPs for students.
Coordinates with outside agencies, organizations, and institutions, including state and federal authorities as needed.
Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research, and by maintaining professional relationships with members of institutions of higher learning and the business community.
Organizes and maintains a system for accurate and complete record-keeping, as required by district procedures and applicable laws.
Encourages parental involvement in students’ education and ensures effective communication with students and parents.
Must possess strong written and verbal communication skills to parents, students, staff, and administrators.
Ability to work with a team of professionals to meet the needs of students.
Ability to collaborate with and provide direction to paraprofessionals.
Proficient in meeting deadlines and managing daily record keeping and other due-process related tasks.
Additional Duties

Performs other related tasks as assigned by the Principal, Director/Supervisor of Special Services, and other central office administrators as designated by the Superintendent.

Job Summary:
The Coordinator of Advanced Learning, under the direction of the Director of Academic Supports, provides leadership and operational oversight for Rochester Public Schools’ K–12 advanced learning educational services. This role ensures equitable access to rigorous academic programming—including for twice-exceptional and historically underrepresented learners—through effective identification, curriculum development and adoption, staff development, family engagement, and program evaluation. The Coordinator manages programming at all RPS sites and online environments, including key programs such as  Rochester Accelerated Math Program (RAMP), early entrance to kindergarten, subject/grade acceleration, and honors courses and diplomas.

Key Responsibilties:

Advocate for the needs of advanced, and twice-exceptional students, especially those from underrepresented populations.
Serve as the district lead for student advancement services and acceleration processes (early entrance, subject/grade advancement).
Lead the design, implementation, and evaluation of advanced learning programs K–12.
Coordinate identification, assessment, instructional planning, and enrichment opportunities for gifted learners.
Ensure programming aligns with Minnesota state standards and mandates, district goals, and current research-based best practices.
Research and recommend evidence-based instructional materials and resources; support with curriculum selection and instructional planning.
Coordinate with District leaders to support school-based advanced learning services and curriculum development.
Oversee and administer assessments for advanced learner identification and student advancement.
Use data and multiple criteria to identify students for services and place them accordingly.
Interpret and communicate testing results to educators, families, and other stakeholders.
Develop and monitor consistent identification and placement protocols that support equitable access.
Design and lead professional learning on advanced learning practices, student identification, and instructional strategies.
Provide coaching, mentoring, and onboarding for advanced learning staff and support personnel.
Facilitate regular department meetings and PLCs to promote collaboration and continuous improvement amongst the Advanced Learning teachers.
Stay abreast of developments in advanced learning education through ongoing professional learning and conference participation.
Foster strong partnerships with school leaders, teachers, parents, and community partners to support advanced learners.
Communicate clearly and proactively with families through meetings, newsletters, phone calls, and the district website.
Respond to inquiries from families and staff and support smooth transitions for new students and families.
Work collaboratively with other areas such as Special Education, Multilingual Learning, Elementary and Secondary Education, and Research and Evidence.
Coordinate and monitor department budgets, staff allocations, and instructional resources.
Ensure compliance with district, state, and federal policies, mandates, and grant requirements.
Maintain records related to student services, assessments, placement, and staffing.
Prepare required reports and oversee use of data systems (e.g., Skyward) for program tracking and analysis.
Coordinate the K–12 advanced learning staff and provide clear direction, and support for continuous improvement.
Participate in hiring and human resources processes in partnership with the Director of Academic Supports and site administrators.
Participate in district committees and strategic initiatives related to advanced learning.

Required Qualifications: Proven leadership experience in gifted education or advanced academic programming
Minnesota Teaching license
Deep understanding of instructional differentiation, student assessment, and acceleration practices
Strong interpersonal, communication, and organizational skills
Cultural competence and a commitment to educational equity

Preferred Qualifications: Master’s degree in education or related field
Administrative license or ability to obtain one
Experience supporting twice-exceptional and underrepresented advanced learners
Five years teaching experience with advanced learners.
Familiarity with RAMP or similar accelerated math programs
Proficiency in student data systems
Background in curriculum development, instructional coaching, or school leadership
