Job Summary:
The Supervisor of Buildings, Grounds and Construction will manage the care of District 270 owned buildings and grounds and as such is responsible for managing the department’s overall budget and establishing and supervising a custodial and maintenance program for the care of school buildings and grounds which will support the District 270 mission at a fiscally responsible cost, consistent with the needs of district-sponsored programs.  In addition, the Supervisor of Buildings, Grounds and Construction will work closely with district personnel, architects, engineers and contractors to ensure all improvement projects be completed in a quality and timely manner.

Duties/Responsibilities:

Coordinate with building personnel including building head custodians, building maintenance and building principals to identify facility needs involving future construction projects, including deteriorated components, obsolete systems, and items reaching the end of their useful life.
Help develop a 10 year plan, review and comment documents, and other data required by the Minnesota Department of Education.
Work with a team to develop “District Standards” for components and system replacement.
Work with district personnel, architects and engineers, and consultants to develop plans and specifications to address District needs in the most efficient, cost-effective manner.
Oversee the construction process to ensure quality materials and workmanship are utilized.
Provide timely feedback by communicating to all stakeholders on project status including schedule, changes, cost issues, problems or concerns, impact on facility users, and other items.
Ensure proper recordkeeping including collection, organization, processing and archiving of documents such as permits, change directives, pay applications, warranties, and all other projects related documents.
Coordinate project closeout ensuring all components and systems are operating properly, punchlist items have been addressed, permits are finalized and the construction site is clean and ready for occupancy.
Working with architects and engineers, ensure Test and Balance and Commissioning are properly completed, documented and deficiencies addressed.
Foster an attitude of support and teamwork among all parties associated with the facility improvement process.
Develop, maintain and refine a multi-million dollar budget for the Long-Term Facilities Maintenance (LTFM) program to ensure that the financial accounting and reporting is accurate.
Develop and maintain a favorable working climate for all Buildings and Grounds personnel
Establish a program of orientation and in-service training for all personnel so as to develop their understanding of the educational objectives of the school system and the need for cooperation and effective day-to-day work relationships with principals and others, and to develop improved methods and individual work performance.
Develop and implement a schedule of work for all Buildings and Grounds personnel to ensure the maximum productive utilization of hours available.Arrange for necessary coverage in emergency situations due to breakdown of equipment and illness of employees.
Evaluate the work performance of the Supervisors and clerical staff whom you directly supervise, as a basis for counseling and motivation needed to improve their performance.
Recommend to the Director of Business Services changes in policy methods or procedures which will result in an improved program, or in lowering costs.
Plan, develop, and administer the department budget.
Define authority and areas of accountability assigned to each Head Custodian, Specialist Foreman, Laundry Supervisor, Warehouseperson, and clerical staff, so they may proceed with certainty to effectively perform their work assignment.Conduct meeting each month with Head Custodians to keep them informed and motivated.Give daily work direction to Specialist Foreman
Review and evaluate work schedules to ensure work loads are assigned in an equitable manner.Set minimum standards and assist in developing schedules and in placing them into effect.Schedule vacation and relief work.
Coordinate a planned program of periodic maintenance of mechanical equipment to avoid equipment breakdowns and need for costly repairs.
Plan, project, and control inventory and budget needs for manpower, supplies, equipment, and utilities to care for the buildings and grounds needs of the school district.
Interview salespeople on a predetermined schedule to obtain information for purchasing of supplies and equipment and prepare requisitions for such items.Conduct tests of new products to determine whether or not they are acceptable.
Regularly visit and inspect each building to check on the general effectiveness of the custodial program, fire hazards, and safety program.
Recommend to the Director of Business Services decisions regarding the selection, classification, transfers, promotions, retention, or dismissal of department personnel.
Recognize personnel problems within the staff, develop facts, and take prompt corrective action or recommend a course of action to the Director of Business Services.
Establish an overall grounds program for care of outside areas including district athletic fields.
Coordinate activities of district truck delivery service and give work assignments to Truck Driver.
Encourage all department personnel to recognize their responsibilities to the students, parents, and the public supporting this school district.
Directly supervise clerical support, Assistant Buildings and Grounds Supervisor, Custodial/Maintenance Coordinator, Coordinator of Long-Term Facilities Maintenance Program and Crisis Management and independent contractors as required.
May give work direction, as required, to building custodians and district specialists.
Perform other duties and assume other responsibilities as assigned or apparent.

Knowledge, Skills, and Abilities:

Language Skills:The Supervisor of Buildings, Grounds, and Construction must possess excellent written and verbal language skills to properly communicate to a wide variety of employees, teachers, students, administrators, community members, enforcement agencies and municipalities among others.Listening skills are also critical in problem solving and interviewing prospective employees.
Math Skills:This position requires excellent computation skills for determining a variety of formulas including dilution ratios, energy consumption formulas, costing out projects, estimating and maintaining a budget, determining such factors as cubic feet per minutes (CFM) of air being delivered to rooms, gallons per minute (GPM) of a fluid being pumped, parts per million of air or water contaminants.
Reasoning Ability:The Supervisor of Buildings, Grounds and Construction must have strong reasoning ability to make complex decisions on a variety of issues.  In bidding and quoting projects or equipment, it is often dissimilar items being priced and it must be decided which is the bettr system for the district at the best price.  Reasoning skills are required for dealing with often times complex personnel issues and when trouble shooting complex mechanical systems.  This position requires the ability to work on multiple tasks simultaneously, be able to prioritize these tasks and determine when, how and by whom the task will be completed.  Decisions must be based on such factors as public safety, cost effectiveness, customer or public satisfaction and district policy.
Other Skills and Abilities:The Supervisor of Buildings, Grounds and Construction must combine a strong mechanical aptitude with strong inter-personal skills.  Strong inter-personal skills are required to deal with a variety of people from district residents to the students, staff, administrators and he school board.  Must be able to run a meeting, work in group setting, gather information and compromise on decisions.  Must have the ability to research and gather information from a variety of sources to make the best decisions.

Qualifications:

Certificates, Licenses, and Registrations:State of Minnesota First Class “C: or higher boiler license, Certified Pool Operator (CPO), Four year degree in business or engineering related field.
Ten years experience in building maintenance with at least five years in a supervisory capacity.Bachelor’s degree in business administration, engineering, or related field with considerable experience in business administration, facilities management, HVAC, construction, engineering or equivalent combination of education and experience.Experience with personal computers and software including spreadsheet, word processing, energy management systems and maintenance work order systems.Experience with construction projects from specification development through punch list and commissioning of the building.

Salary:
$85,336 – $103,247 depending on qualifications.

Schedule:
40 hours per week, 52 weeks per year

Special Education Paraprofessional

School Psychologist, Full-Time – Bemidji Regional Interdistrict Council

The Bemidji Regional Interdistrict Council (BRIC), a large special education services cooperative serving 11 member Districts in North Central Minnesota anticipates the need for a full-time School Psychologist for the 2018-2019 school year.  This is a full-time, permanent position.  The BRIC is a well established and highly regarded special education services cooperative serving multiple Districts in North Central and Northwestern Minnesota for over 40 years.   Administrative offices are located in Bemidji, Minnesota.  The BRIC offers a competitive compensation package, effective supervision, consultation, in-service training opportunities, and technology supports.  Starting salary for the current 182-day contract is $57,153.00 with a range depending on experience to $75,278.00.

The BRIC Special Education Services Cooperative maintains four full-time School Psychologists. The School Psychologists provide direct and indirect support services pre-k through grade 12 including working with students at risk and students with special needs including assessment, consultation, and collaboration with teachers, parents, guardians, support agencies and providing in-service training on a variety of educational issues.   The BRIC School Psychologists typically travel out to assigned Districts Monday, Tuesday, Thursday and Friday each week.  Wednesdays reserved for in office work at the Cooperative’s Administrative Offices located in Bemidji.

Must be eligible for licensure in Minnesota by the Minnesota Board of Teaching.   The School Psychologist reports directly to the Executive Director.
