Director of Human Resources

Director of Human Resources

Summary:  As a Director of Human Resources, you will play an important role in leading the daily operations of the human resources department while providing strategic direction and guidance based on the School District’s mission and vision for its staff, students and community.

The Director will oversee all Human Resource functions including talent acquisition/staff retention, employee relations, labor relations and contracts, performance management, compensation and benefits, workers compensation, employee leave of absence and compliance with state and federal laws.

This position also serves as the Title IX Coordinator and Human Rights Officer for the school district.

Responsibilities:

  • Oversee and direct all aspects of the Human Resources Department including employee relations, labor relations and contract negotiations and management, recruitment/retention of staff, benefits administration, compensation structure, performance management, supervise and mentor Human Resources staff
  • Develop and implement a strategic plan for Human Resources that aligns with the mission, vision and core values of the school district
  • Collaborate with district leadership to facilitate change within the organization and ensure compliance with school board and Human Resources policies
  • Provide leadership and interpretation of school district policies and employment contracts, serves as the
  • Districts main employee and labor relations contact; advises principals and directors in the coaching of employees and staff as well as handling all investigations of potential workplace concerns
  • Prepare state and federal mandated reporting, oversee pay equity data, STARS reporting and civil rights data
  • Consult and provide expert advice to administration on sensitive employee issues and work closely with staff to resolve internal conflict.  Conduct investigations while following district policies and procedures with applicable state and federal laws
  • Partner with Teacher Rights and other union leaders to work collaboratively on contract issues and proactively seek changes to improve the overall climate and culture within the workforce

Workforce Planning:

  • Compile and analyze district data to make informed planning decisions for the department
  • Design an effective recruitment process for hiring a diverse teaching staff and administration
  • Collaborate with leadership to identify immediate and long-term staffing needs, hard to fill licensure areas, substitutes and other vacancies
  • Identify department staff development needs to ensure efficient operations and continual improvement with a growth mindset approach
  • Oversee evaluation process for all employee groups, work with administration to develop evaluation materials and training
  • Develop, coordinate and present staff recognition programs for staff retention and employee engagement
  • Serve as the lead contract negotiator for all bargained groups and individual contracts to reach mutual agreement.  Partner with the Director of Business Services to develop fiscally responsible settlement parameters
  • Develop and implement a welcoming and inclusive hiring and onboarding process for all new hires
  • Advise administration, Superintendent and the School Board of union grievances and contract process timelines. Serve as the main contact on all district grievances
  • Serve as a member of the Superintendent cabinet, designated Human Rights Officer and Title IX Coordinator for staff
  • Oversee human resource department budget and expenditures, work in partnership with the Director of
  • Business Services to provide staffing data for fiscal budgets

Benefit Administration & Compensation: 

  • Develop long-term comprehensive benefit plan offerings for all staff.  Lead district-wide insurance committee
  • Provide leadership, supervision and oversight on the administration of benefits and compensation, leave status/FMLA, ADA, unemployment and workers’ compensation and compliance with state and federal laws and regulations
  • Identify and select vendors for outsourcing a variety of HR software, including HRIS system, 403b compliance, ACA tracking, and teacher substitutes.  Facilitate negotiation of outside vendor contracts
  • Oversee pay equity and compensation structure for the school district, and make offers of employment that align with both internal and external pay structures.  Develop processes related to compensation and pay equity
  • Lead the District Wellness Committee, develop comprehensive programming for all staff and oversee the funding, budget and expenditures
  • Manage COBRA process for the school district, track and assist employees with leave status, FMLA coordination, administer ADA and other leave issues
  • Manage the worker’s compensation process, provide resources and advise on workplace ergonomics and OHSA regulations

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, Industrial Relations or related field
  • SHRM-SCP, PHR/SPHR, or other relevant HR certification is highly desirable
  • Minimum of 5+ years of progressive Human Resources experience, with successful experience in a leadership role leading and developing staff
  • Proven ability to work collaboratively with leadership teams to drive Human Resources initiatives
  • Proven track record of developing and implementing Human Resource strategies that align with the goals and to meet objectives of the organization
  • Experienced in collaborating with, consulting and advising leadership on human resource best practices, policies and approaches
  • Comprehensive knowledge of district policies and procedures, comprehensive knowledge of state and federal employment laws
  • Knowledgeable and experienced in labor law issues as it relates to contract negotiations and interpretations, PELRA, NLRB rulings and grievance handling
  • Expert in interpersonal skills with strong expertise in influencing others

Location: District Office

Hours: Full-time, 261 days (year-round position)

Salary:  $132,165

Elementary Special Education Paraprofessional Position

Caledonia Area Elementary School has an opening for a full-time special education paraprofessional. Building Substitute Teacher (On Call)

scholars. The in-house substitute will be charged with following a
teacher’s plan in order to lead instruction whenever a teacher is out of
the building. The in-house substitute will strive to ensure that all
Hiawatha Academies scholars are empowered with the knowledge,
