The Human Resources Business Partner (HRBP) is responsible for supporting the full employee life cycle within a dynamic K-12 school district environment. The HRBP works closely with leaders to recruit and retain top talent, manage employee relations, and ensure the effective implementation of HR systems, benefits, and data processes that advance the district’s mission and equity goals.

Primary Responsibilities

Strategic Partnership – 25%

Collaborate with senior leadership to develop and implement HR strategies aligned with the district’s mission, vision, and strategic objectives.
Provide expert guidance on HR matters, anticipating challenges and proposing proactive solutions to drive organizational success.
Support the district and HR team through transitions, by managing the human impact of these changes.
Communicate effectively with all levels of leadership to enhance their understanding of Human Resources processes, functions and solutions.
Drive initiatives to enhance organizational effectiveness and efficiency. Facilitate change management processes to support the district’s evolving needs.
Utilize HR metrics and analytics to assess the effectiveness of HR programs and initiatives. Provide data-driven insights to inform decision-making and drive continuous improvement.
Participate in operations meetings within HR and provide insight and guidance on all Human Resource related topics.
Policy, Procedure and Best Practices – 25%

Ensure compliance with state, federal and local employment laws and regulations through efficient administration of district HR policies, procedures, programs and initiatives.
Provide guidance to staff and leadership on labor contracts, benefits, district offerings, etc.
Develop and maintain HR policies and procedures that align with best practices and legal requirements, as assigned.
Collaborate with union representatives and serve as a primary resource for understanding and guidance regarding contracts.

Support open enrollment processes and benefits communication.

Employee Relations – 25%

Maintain visibility with all employees and address any issues and concerns that are identified in a timely and professional manner.
Work directly with leaders and supervisors to effectively promote positive employee relations.
Address complex employee relations issues, conduct performance and attendance investigations, and provide recommendations for resolution and implement resolutions.
Provide guidance and support between employees and leaders to resolve conflicts and improve workplace relations.

In partnership with the HR team, lead the recruitment, selection and staffing efforts across the district for licensed and non-licensed staff, including job description creation, posting job vacancies, and applicant screening.
Collaborate with leaders to identify and address workforce development needs.
Provide guidance and technical support to hiring managers throughout the selection process.
Manage job postings and ensure compliance with district and union procedures.
Actively participate in training, onboarding/offboarding processes, and ensuring new hires are effectively integrated into the district.
Set salaries and apply labor contract provisions for new hires.
Performance Management – 10%

In partnership with leadership, implement performance appraisal systems and provide coaching to supervisors about the process.
Ensure implementation of specific development plans for licensed and non-licensed staff.
Work with school sites and leaders to provide support and assistance in achieving department/site/personal & professional goals.
Provide guidance on goal setting, performance reviews, and professional development plans.
Conduct employee meetings and assist in training and development sessions on various topics as needed.
Other Duties – 5%

Attend professional development workshops, seminars, and training.
Lead functional HR projects.

Required Qualifications

Bachelor’s degree in Human Resources, Business Administration, or a closely related field; OR
Equivalent combination of HR certification and minimum of 4 years of progressively responsible professional HR experience.
Proficient with Microsoft Office Suite and Google tools and applications, and HRIS systems.
Experience seeing the “big picture” and developing long-term HR strategies.
Highly effective writing skills and strategies, and communication skills to effectively interact with employees at all levels.
In-depth knowledge of all human resources disciplines, with a focus on recruiting, employee relations, project management, staff relations, and talent management.
Extensive experience in the administration of benefits and compensation programs.
Comprehensive knowledge of federal, state, and local laws and regulations governing human resources.
Strong knowledge of labor agreements and their impact on payroll and human resources.
Experience working collaboratively in a diverse work environment.
Experienced in investigation procedures and practices regarding workplace concerns, allegations, incidents, etc.
Demonstrated ability to perform in a fast-paced, rapidly changing environment with multiple competing priorities.

The Human Resources Generalist works in a collaborative and professional manner, providing administrative and operational support to internal and external stakeholders primarily in the areas of recruiting & hiring, onboarding, benefits, employee maintenance activities, and being a resource to all employees. Primary Responsibilities:

Recruiting & Staffing

Coordinate and support the operating and administrative aspects of the employment life-cycle from recruiting and hiring through termination of employment.

Process unemployment claims; handle the initial notification of an employee’s claim, communicate with the relevant state agencies, and manage the claim throughout its process.

Licensing

Understand the Minnesota Tiered Licensure system.

Serving as the district liaison with the Professional Educators Licensing and Standards Board, as well as with the district re-licensure committee, to ensure that licensure requirements are met for all licensed staff; reviewing and maintaining HRIS licensure and assignment data to ensure compliance with STAR requirements.

Maintain licensing tracking process to track all employees’ licenses.

Notify and monitor employees status on new or renewal licenses.

Responsible for tracking and submitting STAR reports.

Support staff with all CEU and accreditations as needed.

Maintain licensure lists and track the completion of special permission forms.

Other Duties

Attending training sessions, conferences, workshops and seminars to keep abreast of changes, trends or skills required of the work.

Perform additional HR-related tasks and projects as assigned.

Provide administrative support to the HR team as needed on a variety of tasks, projects and initiatives.
Essential Knowledge, Skills, and Abilities:

Proficient with Microsoft Office Suite and Google tools and applications, and HRIS systems.
Highly effective writing skills and strategies, and communication skills.
Knowledge of all human resources disciplines, with a focus on recruiting, employee relations, project management, staff relations, and talent management.
Demonstrated outstanding interpersonal, telephone, email, customer service & teaming skills.
Experience managing confidential information with discretion.
Knowledge and experience in the administration of benefits and compensation programs.
Knowledge of federal, state, and local laws and regulations governing human resources.
Knowledge of labor agreements and their impact on payroll and human resources.
Experience working collaboratively with individuals from diverse backgrounds and lived experiences.
Proven effectiveness in a team environment and the ability to work independently with limited supervision.
Attention to detail including excellence in following complex oral and written instructions.
Demonstrated ability to perform in a fast-paced, rapidly changing environment with multiple competing priorities.
Minimum Qualifications:

Four (4) years of relevant administrative experience; at least two years must include HR experience.
Preferred Qualifications:

Previous experience working in a school setting and/or nonprofit organization.
Multilingual.
SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP)
Salary: $28.77 to $35.79/hourly

Work Schedule: Full-time, 260/261 workdays/year
