Elementary School Principal

Position Purpose
Under the general supervision of the Superintendent of Schools, to provide leadership and supervision in administering the educational program of an Elementary School in order to promote the educational development and achievement of students in accordance with Board of Education policies, administrative procedures, rules and regulations, and applicable law.
To provide leadership in program development and improvement, as well as in professional staff development.
Essential Functions

Develops and administers school programs consistent with school district goals and objectives.
Provides leadership and direction to staff with regard to the ongoing evaluation and improvement of educational programs, including curricular and extra-curricular activities.
Promotes a school environment that is safe and conducive to individualized instruction, cooperative curriculum development, and student learning.
Ensures that Board policies and procedures are implemented and followed at the school.
Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.
Encourages staff to continue to grow professionally and to experiment with new approaches or strategies to teaching.
Organizes and maintains a system for accurate and complete record-keeping and reporting for all student activities, attendance and records as required by law.
Coordinates the work of school staff and school district program leaders to develop and implement instructional programs and teaching practices.
Conducts ongoing assessment of student learning, and works with teaching staff to modify instructional methods to fit students’ needs, including students with special needs.
Coordinates with the central office in recruitment and selection of employees, the proper maintenance of employee personnel files, the administration of collective bargaining agreements, corrective action, and other human resource issues.
Organizes and conducts regular meetings with teachers for continuing development of instructional techniques.
Involves staff in the evaluation of programs and the planning of new programs.
Encourages parental involvement in students’ education and ensures effective communication with students and parents.
Ensures that student conduct conforms with the school’s standards and school district policies.
Supervises and evaluates teaching staff and other building employees in accordance with the school district’s evaluation plan, and makes recommendations regarding goals, areas needing improvement and continued employment.
Organizes and manages the budgetary and financial affairs of the school consistent with school district policies.
Additional Duties
Performs other related tasks as assigned by the Superintendent and other central office administrators as designated by the Superintendent.

Sixth year, doctorate, or other planned program in related field preferred.
Experience

A minimum of five years of successful teaching experience at the elementary level, preferably in more than one grade level.
Successful administrative experience at the elementary school level preferred.

Position Summary:

The Director of Transportation Services is responsible for the overall management of the transportation department to assure efficient operations and to provide for the safety of transporting students.

Essential Job Functions:

Plan, recommend, implement and monitor transportation for students.
Work collaboratively with the management of the District’s private bus contractor to ensure a smooth, efficient, and effective transportation program.Determine and enter student information into electronic systems for transporting purposes.
Ensure Special Education bus routes meet the needs of students.
Operate a school bus, school van, wheel chair, lifts and other assistive devices.
Supervise and direct the work of the Transportation Manager.
Communicate with the District’s transportation vendor via email, text, phone and radio.
Establish procedures and preventative maintenance of school district vehicles.
Oversee training of drivers, office staff and transportation aides as needed.
Assist in the screening, interviewing and selecting of candidates for employment.
Manage and supervise the Transportation Manager.
Organize and oversee regular and required training sessions.
Provide feedback to the transportation vendor on the performance of bus drivers.
Direct and supervise the District routing plan and implementation.
Develop specifications, procedures and summaries for school district purchases.
Ensure all school district student transport vehicles are registered, licensed, insured, and meet state inspection standards.
Maintain systems for financial accountability.
Monitor transportation expenditures. Ensure vendor invoices are accurate and paid in a timely manner.
Responsible for in-servicing of transportation employees.
Attends board meetings as a resource person as requested.
Attend and participate in cabinet and administrative meetings.
Make recommendations concerning budget and needs.
Monitor weather conditions with the Transportation vendor and advise the Superintendent on weather related closures.
Coordinate reports and records as required.
Inspect student discipline referrals and handle situations as determined by district discipline policy.
Drive routes in emergency situations.
Organize meetings and collaborative opportunities for safety and benefit of all students.
Participate in the District’s Crisis Response Team.
Performs other work duties as assigned.

Required Qualifications:

Education: Associate’s Degree or technical school certification in a related field is required.   Additional relevant experience beyond the minimum identified below may be considered in lieu of a post secondary degree.
Experience:At least three (3)  years of full time professional work experience in transportation and routing. Prior leadwork or supervisory experience.
Certification (s): Valid Minnesota CDL license with school bus endorsement required or ability to obtain licensure within 90 days of hire. Certified in First Aid/CPR required within 90 days of hire with ongoing certification. Must obtain designated ICS certifications within the first year of employment
Ability to read, understand and follow directions in English.
Experience using the MS Office Suite and/or Google Docs and transportation routing software.
Knowledge of special education transportation requirements.
Excellent communication, interpersonal, and organizational skills.
Ability to work effectively as part of a collaborative team.

Preferred:

Bachelor’s degree is preferred.
Familiarity with school specific software relevant to the position.
Bilingual or multilingual skills.

Physical Requirements:

Ability to sit at a desk and work on a computer.
Ability to move throughout the workspace, including walking, standing, bending, or reaching occasionally.
Manual dexterity to operate a computer keyboard, mouse, telephone, other standard office equipment and other handheld devices particular to the profession.
Visual acuity to read printed materials, digital screens, and perform work requiring close vision.
Hearing and speech abilities sufficient to communicate effectively in person, by phone, and in group settings.

Percent of Time: 45%

Recruits, interviews, supervises, and evaluates Early Childhood teachers and paraprofessional staff.
Supervises Early Childhood Special Education teachers and paraprofessional staff; works collaboratively with Special Services Supervisor as it relates to staffing and evaluation of Special Services Staff.
Administers and monitors provisions of labor agreements.
Schedules staff in alignment with budget, contract requirements, and program needs.
Coordinates and facilitates staff development activities.
Recruits and manages substitute personnel.
Provides professional expertise and instructional guidance to staff.
Performs ECFE/Parent Educator duties as needed (teaching classes, home visits, substitute coverage).

Program Administration & Compliance

Percent of Time: 30%

Plans, implements, and monitors daily operations of ECFE, Preschool, and School Readiness programs.
Ensures compliance with Minnesota statutes, DHS guidelines, MDE requirements, and best practices in early childhood education.
Monitors enrollment processes, including intake, referral, payment, and fee assistance.
Prepares and coordinates required reports and statistical summaries for the Minnesota Department of Education (MDE).
Coordinates alternative site use, transportation for field trips, and substitute coverage.
Interprets rules, regulations, and program guidelines for staff.
Coordinates Early Childhood Screenings, including site management, staffing, referrals, and follow-up.
Supports family transitions among early childhood programs and into K-12.
Serves as a district representative during IEP meetings.

Budget & Fiscal Management

Percent of Time: 10%

Recommends, administers, and monitors program budgets.
Manages expenditures to maintain balanced program budgets.
Identifies alternative funding sources and prepares grant applications.
Codes and tracks expenditures using UFARS program coding.
Processes and approves paraprofessional timesheets.

Community Engagement & Outreach

Percent of Time: 10%

Develops and implements community outreach initiatives.
Coordinates promotional materials, including brochures, newsletters, and presentations.
Prepares communications to newborn families to encourage district census registration.
Collaborates with advisory committees and community organizations.
Conducts program evaluations through surveys and community input.
Builds partnerships with schools, health agencies, and human services to maximize program effectiveness and minimize duplication.
